Job Description:
SUMMARY:
This position serves as a clerical expert in independently processing the most complicated types of personnel actions, e.g., temporary employment, rehires, and dismissals. In this position, one may perform tasks beyond routine clerical such as: pre-employment drug screening and new hire orientation, responding to routine questions on policy and procedures, and/or provide reports on employee turnover or time and attendance. This assistant may be asked to evaluate and consolidate information from various sources under short deadlines, such as internal or external survey information, reporting on company employment statistics (retention, equal opportunity reporting, etc.). The Personnel Assistant II may provide guidance to lower-level Personnel Assistants. This level requires extensive knowledge of various office software packages. Guidance is provided as needed. Completed written work receives close technical review from higher-level personnel office employees. Work may be checked occasionally.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Ensure quality services are provided and establish and maintain a positive customer service capability within the MPF.
- Ensure daily compliance with operational hours to include lunch times.
- Maintain employee listing to include start dates, security clearance status and contact information.
- Provide process and training for site personnel that ensure employee meets performance requirements.
- Coordinate and provide personnel status reports. Provide updates to any foreseeable personnel changes and conduct interviews and fill any open positions.
- Provide monthly metrics identifying performance indicators.
- Work hand and hand with the COR and provide supporting data when requested.
- Communicate in Team meetings with the company, and support personnel.
- DEERS
- Manage tasks and responsibilities of the Personnel Assistant I as required and fill inwhere support is necessary.
- Provide assistance and guidance to for former spouses seeking benefits under the Uniformed Services Former Spouses' Protection Act and for former spouses and widows, seeking reinstatement of identification card benefits.
- Control and account for CACs, USIDs, and consumables.
- Order card stock and consumables when needed.
- Decorations
- Oversees the Performance award & decoration Actions in accordance to IAW DAFI 36-2803.
- Establish weekly schedule to mail out decorations and personnel documents to AFPC to be uploaded into member's records.
- Personnel Systems (PSM)
- Ensure the PSM section completes monthly rosters, transaction reports, and provide personnel system access when needed.
- Coordinate the application process for the Special Leave Accrual IAW DAFI 36-3003 and PSDG.
- Oversee the coordination of the Family Care Program IAW DAFI 36-2908 and MPF/FSO Marital Status Interface Transaction Register.
- Notify commanders/first sergeants of anyone who gets married/divorced or becomes a single parent or part of a dual military couple with family members must be made within 5 workdays of the DEERS update.
- Perform Naturalization/Citizenship program actions IAW Total Force U.S. Citizenship and Naturalization, Total Force PSDG Note: Naturalization/Citizenship program services are provided to the military sponsor only. Contractor shall mail validated forms within t ten workdays of completed case file.
- Oversee the SGLI online Enrollment System “SOES”.Provide access to unit representatives so they can manage their squadron reports.
- Adherence to all TLC Policies accessed through Deltek Costpoint via the following path.

- This position supports the DOD on a federal installation and the candidate must be available to work at the assigned physical location during business hours.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES: - Other duties as assigned/approved by management.
- Support the ID Card Section of MaD.
- Performs a variety of tasks including, but not limited to clerical type duties.
- The work is under general supervision of higher-level personnel in preparation of various tasks involving Common Access Card (CAC), the Defense Enrollment Eligibility Reporting System (DEERS) and the Real-time Automated Personnel Identification System (RAPIDS).
- Expected to always exercise discretion and tact; limited judgment may be necessary at times.
- Must be able to devise steps necessary to complete tasks.
- Ability to prioritize work, complete multiple tasks, and work under deadlines.
- Excellent personal communication skills
SUPERVISORY RESPONSIBILITIES: - This job has no supervisory responsibilities.
Requirements:
- EDUCATION and/or EXPERIENCE:
Essential : - High school diploma/GED or equivalent.
- Working knowledge of objectives, processes, and procedures of military personnel management to include automation functions in the Defense the Defense Enrollment Eligibility Reporting System (DEERS) and Real-time Automated Personnel Identification System (RAPIDS).
- Must have proficient computer skills and experience in using Microsoft Office.
- Must be able to effectively communicate with employees within the office, personnel in other offices and military personnel to clarify, obtain or provide information.
- Ability to relate to and work with people.
- Knowledge of principles and processes for providing customer and personal services (i.e., meeting quality standards for services and evaluation of customer satisfaction).
- Knowledge of principles and processes of personnel information systems.
- Knowledge of Common Access Card (CAC) procedures and regulations.
- Knowledge of Airforce rank structure and military unit relationships.
- Knowledge of mobilization/demobilization operations IAW FORSCOM Regulation 500-3-1 through 500-3-5.
- Ability to monitor/assess performance of self and organizations to make improvements or task corrective action.
- Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
- Ability to obtain access and be proficient in one or more automated systems to accomplish tasks as required by mission requirements, such as DEERS, RAPIDS.
- Operate general office equipment such as: computer, copier, CAC card machine, printers, etc.
Preferred : - College degree and military background is a plus.
LANGUAGE SKILLS: Ability to read, comprehend and explain instructions, letters, memos, emails, and correspondence from inside the organization as well as from external sources. Ability to effectively respond, communicate and present information to customers, internal and external, clients and other employees in the organization. Ability to interpret instructions and information and explain to others in the performance of this job in English.
PHYSICAL DEMANDS: Essential and marginal functions require maintaining physical condition necessary for: bending, stooping, sitting, walking, or standing for prolonged periods of time, often in rough high-desert terrain and in severe weather; moving or lifting items weighing up to 40 pounds; operating through extended periods of high stress. Must possess visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; and the manual dexterity to operate a cell phone, handheld radio, telephone, and keyboard. Must be able to work unusual and extended hours to include weekends and holidays. Must be able to work in fast paced, multi-task environment.
WORK ENVIRONMENT/HOURS: This position is not eligible for remote work, as the essential functions of the role require the employee to perform duties on-site. Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The noise level in the work environment is usually moderate. Job will require working flexible hours, sometimes under short notice, to accommodate for mission requirements to include weekends and holidays. Overtime may be required
