Salary Range: $87,000-$97,000 ***Contingent Upon Contract Award***

General Duties:

Aleut is seeking a qualified and experienced Senior Budget Analyst/Task Lead to support the Space Delta 1 at Vandenberg SFB, CA by providing services in Operations Support, Administrative Management, Budget Analysis, Comprehensive Cost and Requirement (CCaR) System Administration, and Government Commitment/Obligation/Expenditure (C/O/E) Reconciliation Support to Space Delta 1.

Specific Duties:

Senior Budget Analyst/Task Lead provides expert budget analysis services in support of the customer's mission by possessing extensive experience with DoD financial management systems, Programming Budget and Execution (PPBE) processes, and demonstrated leadership capabilities performing the following tasks:

  • Develop, train, brief, integrate, correlate, and analyze various phases of Planning Programming Budgeting and Execution (PPBE) within the DoD portfolio. Execute and provide products associated with the development of the Program Objective Memorandum (POM), Budget Exhibit Preparation, funds receipt, Analysis Reporting, Spring Program Review (SPR), Mid-year Execution Reviews (MERs), Baseline Execution Reviews (BER), POM Briefings, Financial Working Group (FWG), Financial Management Board (FMB), and budget execution activities such as: contract analysis, Open Document List (ODL) and Tri-Annual reviews, Military Interdepartmental Purchase Request (MIPR), Miscellaneous Obligation (MORD) Validation, suspense, taskers, unliquidated obligation, negative unliquidated obligations, expired and cancelled funds status.
  • Prepare budget requirements for Delta 1 for Government review, consolidation, approval, and submission to STARCOM.
  • Prepare weekly budget execution updates for Delta 1 leadership on the status of budget items, including operational budgets, TDY funds, contract fees, and unfunded requests. Obligations and expenditures shall be tracked and reported where appropriate.
  • Prepare unfunded requirements for review, prioritization, and approval by Delta 1 leadership.
  • Prepare a weekly funds status report and brief squadron managers.
  • Analyze and recommend corrections to various organizations needed to update the information contained in databases used to monitor funds.
  • Compare the expenditure baseline to the obligation baseline to establish an Unliquidated Obligations (ULO) baseline. Produce a product reflecting their findings and provide a debrief to the customer upon request.
  • Reconcile Government Civilian/Officer/Enlisted records with Government accounting records to identify and record discrepancies found.
  • Identify the cause of the discrepancies and recommend corrective action. Upon the Government's request, the Contractor shall conduct a more detailed analysis beyond discrepancy identification.
  • Create a monthly report to track reconciliation actions completed and remaining, and summarize all reconciliation efforts and unresolved discrepancies, along with recommendations for corrective actions. A report shall be submitted monthly on all expired and cancelled year funds, including their resolution status.
  • Act as a liaison for CCaR between Delta 1 and the designated Terminal Area Security Officer (TASO).
  • Provide expertise to any Web CCaR Government Administrator throughout Delta 1. The Contractor shall collaborate with government personnel to develop and implement methodologies for integrating Web CCaR usage.
  • Respond to functional and technical questions from Web CCaR Government Administrators.
  • Analyze data from various Government accounting systems and Program Contractor inputs to support training, data collection, documentation, reconciliation of current, prior, and cancelling year budgets, budget execution, and Commitment/Obligation/Expenditure (C/O/E) Reconciliation of U.S. Government funding.
  • Work with Program Managers (PMs) to help them define and enter requirements into CCaR.
  • Review and coordinate on CCaRs.
  • Provide input, track, and reconcile Commitments, Obligations, and Executions in CCaR.
  • Maintain CCaR obligation forecasts.
  • Input contract obligations and expenditures in CCaR.
  • Lead and supervise a team of 3 on-site contractor personnel.

Work Location/Travel: On-site/This role will require occasional travel to Schriever SFB, CO, Peterson SFB, CO, and Lackland AFB, TX (10% of workload)

Required Skills:

  • Demonstrated experience with PPBE processes and POM cycles.
  • Minimum of 5 years of DoD budget analysis experience.
  • Extensive knowledge on the use of the standardized and specialized software applications including M/S Office, Project Management Resource Tools (PMRT), Integrated Budget Documentation & Execution System (IDECS) II, Commander’s Resource Integration System (CRIS), Comprehensive Cost & Requirements System (CCaR), Defense Enterprise Accounting and Management System (DEAMS), and Financial Management (FM)-Suite Business Data Analytics.
  • Experience preparing budget documentation, analyses, and briefings.
  • Strong knowledge of federal financial regulations and policies.
  • Strong analytical and problem-solving abilities.
  • Experience with Microsoft Office Suite, particularly Excel and PowerPoint, as well as Adobe.
  • Excellent written and verbal communication skills.
  • Ability to make oral presentations on aspects of the research budget.
  • Excellent leadership and team management skills.
  • Familiarity with military rank, protocol, and culture.
  • Ability to obtain a favorably adjudicated National Agency Check (NAC).

Education and Required Experience:

  • Minimum of a BA/BS degree in finance or a related field. This requirement may be waived in recognition of relevant operational experience.

Salary Range: $87,000-$97,000 ***Contingent Upon Contract Award***
