Position Summary:
The Senior Instrumentation and Controls (I&C) Design Technician will play a vital role in PEC operations by delivering technical services for a range of electrical and instrumentation assignments. This position will utilize both theoretical knowledge and practical skills to troubleshoot and maintain essential equipment, all while working under direct supervision.
In addition, the Senior I&C Design Technician will provide instrumentation, and controls support in the design, assembly, integration, testing, troubleshooting and commissioning of PLC-based control systems and instrumentation.
Duties and Responsibilities:
- Assist with engineering design and coordinate with other design staff for production of design packages for industrial projects.
- Create construction and maintenance packages based on Piping and Instrumentation Diagrams (P&IDs) and project specifications
- Assist in the design of electrical and control schematics, layouts, ladder, and relay logic for new and existing projects.
- Assist in the review of contractor-supplied electrical and control systems-related designs, record documents, shop drawings, conduct field construction inspections, as built records, etc.
- Assist with the design of Industrial Control SCADA Systems and Networks
- Assist with production of conduit and cable schedules
- Assist with design computations
- Use experience, education, and judgement to make informed decisions. Retains knowledge and builds on previous experiences to increase capabilities in breadth and complexity
- Organize multiple projects and tasks and complete them in a timely manner, on schedule, and by PEC Standards
- Effectively communicate and coordinate with the Design Team to complete design tasks on numerous projects
- Coordinate instrumentation, control systems, and electrical work with other divisions and other entities as needed; and assist staff with implementing changes.
- Review project submittals for compliance with design checklists and drafting standards.
- Assist in preparation of construction cost estimates and engineering fee estimates.
- Assist with inspection at locations where work is being performed, both on-site and off-site; ensures conformity with repair requisitions, submittals, plans, diagrams, and specifications.
- Assist with Construction Administration services to ensure compliance with the I&C design, including RFI response, submittal review, coordination with electrical contractors and systems integrators, participation in Factory Acceptance Tests (FAT), and commissioning support as required.
- Interface with clients to understand needs and develop requirements
- Prepare and present project budgets and cost estimates
- Build effective relationships with existing clients, customers, and contractors and develop new business opportunities
- Participate in sales and marketing efforts and identify critical pursuits
- Assist with the development of cost proposals and qualification statements to achieve stated targets and standards for financial performance
- Utilize working knowledge of electrical, mechanical, instrumentation process control equipment, P&IDs, control elementary drawings, ISA instrument specifications, and loop diagrams
- Assist in development of I&C standards
- Conduct quality management reviews of instrumentation and control designs
- Participate in editing and development of I&C master specifications
- Assist in developing standard operating procedures (SOPs) in related matters (electrical and instrumentation control, etc.), and hardware standards
- Research, recommend, and implement systems to enhance systems functionality and reliability. Investigate new technological developments and processes
- Travel will be approximately 30% of the time. Travel to client and vendor offices for design reviews and to plant site locations for construction coordination

Special Knowledge, skills and abilities:
- An understanding of the practical application of instrumentation and controls engineering and technology including applying systems, principles, techniques, and procedures to project design.
- Strong skill set in understanding PFD’s and P&ID’s
- Knowledge of hardware for modern control systems, control room/stations, and SCADA (I/O, historian, VM servers, and other control system components)
- Knowledge of various instrument types (e.g., operating principle, instrument selection, materials of construction)
- Knowledge of system design, production of construction documents, construction administration, troubleshooting, and operations/maintenance
- Knowledge of design techniques, tools, and principles involved in the production of technical plans, drawings, and models.
- Proficiency in utilizing CAD and other PC software packages typically associated with engineering is required
- Familiarity with control system programming (PLC, HMI, DCS) and fluency in reading logic diagrams
- Effective oral and written communication and interpersonal skills, with the ability to collaborate with clients and cross-functional teams
- Working knowledge of ANSI /IEEE /NEC/ISA standards
- Working knowledge of Microsoft Office products
- Ability to perform quality reviews for detailed engineering documents and specifications
Education and Experience:
- Minimum of an associate degree in a related field of study required
- Experience reading and creating logic diagrams and control narratives
- Minimum ten (10) years of years of Instrumentation and Controls experience
- Experience working with schematic drawings, wiring diagrams and piping & instrumentation diagrams required
- Experience creating network/architecture drawings, I/O List, control narratives, programming logic, P&IDs, etc.
- Significant experience in instrumentation, including specifying process instrumentation, developing loop diagrams, and creating instrument wiring drawings

At times, bending, reaching, standing, and walking may be required.
