Position Overview:

The Program Manager is responsible for the ongoing management and stewardship of cloud infrastructure and platform services within Internet2's cloud services portfolio. The incumbent supports service adoption and develops and maintains communities of practice around the services within the portfolio. In addition, the program manager is responsible for the stewardship of services in the portfolio, including contract updates, adherence to standards, and vendor management. From time to time, the program manager may support the intake of new services into and the removal of existing services from the portfolio.

Responsibilities:

  • Oversee service financials, including revenue, renewals, collections, and budget adherence.
  • Coordinate marketing and engagement activities with Internet2 staff and Service Providers (SPs) to drive adoption and service growth.
  • Monitor feature enhancements and service changes, initiating agreement updates when needed.
  • Promote service offerings across the community, working with SPs to increase participation and usage Maintain accurate subscriber contact records and communication channels.
  • Develop tailored communications, events, and activities to support subscriber engagement.
  • Advocate for subscriber needs in SP product planning, ensuring feedback is incorporated into roadmaps.
  • Convene and support community groups, workshops, and virtual or in-person events.
  • Act as a visible, trusted spokesperson for the research and education cloud community, attracting and engaging participants through various channels.
  • Promote cross-institutional learning by aligning NET+ services with broader higher education IT trends and storytelling.
  • Track and manage customer pipelines and required SP reports.
  • Build relationships with SP sales, executive, and product teams, including channel partners.
  • Coordinate with Internet2 groups such as Industry and InCommon to align efforts.
  • Support Service Advisory Groups to ensure community and SP alignment on service development and direction.
  • Lead updates to pricing, revenue models, and administrative fees as needed.
  • Manage agreement amendments, collaborating with SP legal teams and stakeholders to ensure alignment with community requirements.
  • Identify unique institutional requirements for CSP-related training offerings.
  • Contribute to the development of CLASS training content in collaboration with Internet2 and community stakeholders.
  • Support delivery of CLASS training offerings as needed, including serving as a presenter or facilitator.
  • Promote and evangelize the CLASS program to grow awareness, participation, and impact across the research and education community.

Qualifications:
  • 5+ years of experience in program management, service management, project management, or equivalent professional experience.
  • 3+ years of direct experience working with or supporting cloud infrastructure and platform services (e.g., IaaS, PaaS) on major platforms such as Amazon Web Services (AWS), Google Cloud Platform (GCP), and/or Microsoft Azure.
  • Demonstrated ability to build and maintain productive, long-term relationships with both large technology vendors and community stakeholders to ensure mutual value and alignment.
  • Experience working in, supporting, or collaborating with higher education and/or research environments, such as universities, research labs, or organizations serving those communities.
  • Ability to engage with technical teams to understand operational challenges and translate them into actionable solutions, service improvements, or program enhancements.
  • Strong verbal and written communication skills with the ability to convey technical and business concepts to technical and non-technical audiences alike

Preferred Qualifications:
  • Direct experience working within higher education or research organizations, such as university IT, research computing, or research support environments.
  • Practical experience supporting researchers or research-intensive institutions in adopting, managing, or optimizing cloud services for research, teaching, or operational needs.
  • Strong understanding of cloud architecture approaches relevant to research and education, including hybrid cloud design, cloud networking, and identity and access management (IAM) in the cloud.
  • Ability to support institutional cyber infrastructure strategies, with a clear understanding of how cloud platforms intersect with research computing, data security, and networking initiatives.
  • Applied experience with cloud management best practices, including FinOps (cloud financial operations), resource optimization, usage monitoring, and governance in complex environments.
  • Familiarity with emerging technologies shaping IaaS and PaaS offerings, such as AI/ML infrastructure (e.g., cloud-based GPUs and TPUs), managed AI services, edge computing, and other technologies impacting research and higher education cloud environments.
  • Experience developing and delivering training, workshops, or knowledge-sharing sessions on cloud technologies for technical or non-technical audiences.
  • Certification or demonstrated ability to achieve foundational cloud certifications such as AWS Cloud Practitioner, Google Cloud Digital Leader, or Microsoft Azure Fundamentals.
  • Experience facilitating or contributing to contract negotiations or multi-stakeholder agreements for cloud services, particularly within higher education, research, or consortium settings.
  • Familiarity with emerging trends in cloud cost management, security, and operations, with an understanding of how these trends affect research and education institutions.
  • Demonstrated ability to represent organizational and community interests in vendor discussions, technical forums, or higher education consortia, balancing institutional, community, and vendor priorities.
  • Experience presenting at conferences, technical events, or community forums to promote knowledge sharing and collaboration.

Salary Range / Pay Grade:

$110,400 (Entry-Point)-$138,000 (Mid-Point) / B-8

Starting pay is typically from the minimum up to the midpoint of the salary range and varies based on experience.
