Function of Position:

The full-time Component Manager is primarily responsible for day-to-day management of the U.S. Department of Commerce Economic Development Agency Semi-Conductor Technical Hub project titled "Semiconductor Talent and Employer Partnership in Upstate (STEP UP) New York." STEP UP is responsible for overseeing the development of high-quality workforce training initiatives and employer engagement across the corridor.

The position works in collaboration with other members of the MCC STEP UP team, including the STEP UP Budget Coordinator, the STEP UP Data and Compliance Coordinator, and the part-time Curriculum Manager. Specifically, the position responsibilities are dedicated to grant-funded administrative work related to developing the semi-conductor ecosystem across upstate NY and ensuring the work of the associated sub-awards is making progress.

The Component manages reports to the STEP UP Project Director (VP of Workforce and Economic Development) and the director of Strategic Resource Development and Grants Management.

This position is funded by a multi-year, Federal grant through 09/30/2029; as such MCC deems this position as temporary in nature. Annual re-appointment is subject to employee performance and continued grant funding.

*This is a temporary, grant-funded position that may be renewed annually, contingent upon availability of grant funding and performance reviews. This position is eligible for paid time off and benefits.

Examples of Duties & Responsibilities:

  • Manages tasks and deliverables associated with MCC's STEP UP project, including oversight of deliverables of sub-awardees via the approved timeline.
  • Responsible for administrative tasks, including working with MCC administrative departments such as Grants, Compliance, Risk Management, Grants Accounting, EDIWS data collection, Marketing, and purchasing, in order to meet federal EDA compliance and project implementation goals.
  • Supports STEP UP and Tech Hub marketing team with the development of relevant materials with the TECH HUB Regional Innovation Office and other TECH HUB Component Projects.
  • Coordinates all aspects of required STEP UP component convenings (securing space, invitations, registrations, agenda, minutes), including launching and facilitating the STEP UP Industry Council.
  • Develops and maintains a database of semi-conductor workforce trainings across the corridor and ensures consistent implementation of trainings across the corridor; assists in centralizing workforce trainings for the Tech Hub corridor.
  • Works as a collaborative member of the MCC STEP UP, coordinating efforts and supporting deliverables of the STEP UP Budget Coordinator, the STEP UP Data and Compliance Coordinator, and the part-time Curriculum Manager.
  • Serves as liaison with Tech Hub Regional Innovation Office.
  • Facilitates and ensures deliverables are met by MCC and the STEP UP regional sub-awardees by conducting site visits with STEP UP team, managing sub-award agreements, including data collection.
  • With sub-awards and Curriculum Developer, identifies opportunities for expanding the training network and training, also in coordination with the NYS ON-RAMP centers.
  • Performs other duties and responsibilities related to building the semi-conductor ecosystem as assigned.

Job Requirements:

Required Qualifications:

  • Earned bachelor's degree from a regionally-accredited higher education institution.
  • Three years or more of experience implementing Federal grant-funded projects.
  • Three years or more of experience working in project management in higher education.
  • Experience in administering projects with partnership contracts/agreements or sub-awards, data collection, and Federal reporting.
  • Strong attention to detail, excellent reading comprehension, and ability to synthesize data.
  • Ability to organize, analyze, and summarize data and information for multiple audiences.
  • Excellent time management skills, ability to work independently and in a team setting, multi-task, and prioritize workflow in order to meet deadlines.
  • Ability to work with diverse constituencies and contribute to a team-based environment.
  • Ability to handle confidential materials discreetly and professionally on a routine basis.
  • Evidence of proficiency with technology, including fluency with a variety of computer applications, including MS Office components (Word, Outlook, Excel, PowerPoint).

Preferred Qualifications:

  • Earned master's degree or higher from a regionally-accredited higher education institution.
  • Experience in higher education, business, or research administration.
  • Training in project management analysis is helpful.
  • Bilingual and able to read, write, and speak Spanish, or other languages, proficiently


Additional Information:

Salary: Salary is determined based on experience, internal equity and college budget. This position has a range of $52,000 to $62,000 and is based on these mentioned factors.
