About the Role 

The Reviewer Resource Manager for Head Start Monitoring Reviews is responsible for the recruitment, onboarding, management, and deployment of a qualified pool of monitoring reviewers and review team leads to support the Office of Head Start (OHS) monitoring efforts. This role ensures the timely availability of skilled personnel to conduct all types of reviews, including foundational, comprehensive, CLASS®, AIAN, and special deployments.  

The Reviewer Resource Manager must demonstrate strong leadership, talent management, and data-driven decision-making skills to maintain a high-performing and compliant reviewer pool. The Reviewer Resource Manager supports OHS’s mission by ensuring a consistently qualified, trained, and reliable workforce capable of producing high-quality monitoring outcomes.? 

The Reviewer Resource Manager will supervise assigned staff members, supervising and supporting performance, fostering a collaborative team environment and managing personnel processes.

How You Contribute to the Team: 

Reviewer Pool Recruitment and Management? 

  • Develop and implement strategies to recruit qualified reviewers and non-federal team leads across all review types? 

  • Maintain a roster of active reviewers that aligns with the volume and diversity of OHS monitoring needs? 

  • Ensure appropriate subject matter expertise is available to support specialized reviews (e.g., AIAN, CLASS®, health and safety)? 

Deployment and Availability Management? 

  • Oversee the deployment of reviewers based on availability, skills, and geographic considerations? 

  • Track reviewer readiness and proactively address potential shortages to avoid disruptions in review schedules? 

  • Maintain as-needed relationships with consultants and ensure contractual clarity regarding deployment expectations? 

Performance Evaluation and Quality Oversight? 

  • Implement systems to assess reviewer performance during and after each review? 

  • Use performance data to inform future deployment decisions and continuous reviewer improvement? 

  • Remove or remediate reviewers who do not meet quality or compliance standards? 

Training and Credential Verification? 

  • Ensure all reviewers complete mandatory training, including IT-AMS system use, monitoring protocols, and inter-rater reliability? 

  • Maintain documentation of reviewer certifications, CLASS® reliability status, and federal training compliance? 

  • Coordinate with training and content development teams to align onboarding and refresher courses with current protocols? 

Data Reporting and System Contribution? 

  • Provide OHS with regular updates on reviewer pool composition, availability, and deployment trends? 

  • Use data to identify gaps in expertise and inform recruitment strategies? 

  • Contribute to the improvement of the OHS monitoring process through reviewer performance insights and workforce planning? 

Supervising Staff?? 

  • Supervise and support assigned staff and their performance; set clear expectations, monitor productivity and quality and provide regular feedback and coaching.?? 

  • Foster a collaborative team environment by modeling teamwork, inspiring a shared vision, and encouraging professional growth and development.?? 

  • Manage personnel processes including hiring, training, performance evaluations, and resolving staff concerns in collaboration with senior leadership and Human Resources.???

What You Bring to the Table:

Educational Requirements: 

  • Bachelor’s degree in human resources, education, public administration, or a related field is required; Master’s degree preferred.? 

  • Professional certification in human resources, project management, or education administration desired.? 

Experience Requirements: 

  • Minimum of 5 years of experience in workforce management, talent deployment, or large-scale federal program staffing.? 

  • Minimum of 3 years of experience supervising multiple staff. 

  • Experience with scheduling and personnel management tools.  

  • Experience supporting Head Start or Early Head Start, or similar federal programs is preferred. 

  • Experience managing large, distributed consultant pools and maintaining performance-based deployment systems desired.? 

Skills and Expertise: 

  • Familiar with the operational demands of monitoring reviews or compliance evaluation processes.? 

  • Strong understanding of Head Start Program Performance Standards (HSPPS) and federal monitoring protocols.? 

  • Familiar with IT-AMS is a plus? 

  • Proficiency with computer, Internet, Microsoft Office (Outlook, Word, Excel, and PowerPoint); experience with SharePoint and Monday.com desirable.? 

  • Proficient with video meetings/conferencing (e.g., Zoom, Adobe, MS Teams).? 

  • Ability to adapt quickly to new applications.? 

  • Able to meet job requirements while working in a remote work environment.? 

Communication Skills: 

  • Excellent collaboration and interpersonal skills to coordinate across review teams, program staff and federal partners.??? 

  • Strong ability to lead and communicate clearly and collaboratively with diverse teams, grant recipients and other stakeholders.??? 

  • Strong organizational skills to effectively manage reviewer pool, document metrics and deliver reports. 

  • Clear written and spoken communication skills for briefing OHS stakeholders and drafting reports??? 

  • Ability to manage multiple priorities and stakeholders under tight deadlines.? 

  • Ability to provide constructive feedback, coaching, and mentoring.?? 

  • Must be able to communicate, collaborate and interact with colleagues in a remote work environment; must participate in virtual meetings, appear on camera as needed, and contribute to meeting content as required.?? 

Additional Requirements? 

  • Ability to travel occasionally for reviewer training or performance support.? 

  • Commitment to uphold confidentiality, integrity, and objectivity in all personnel-related matters.? 

There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align with the specified role, geographic location, education as well as contract provisions regarding labor categories that are specific to the position. 

BCT is seeking regular full-time and part-time candidates for these roles, and offers a competitive total compensation package that, for this position, includes a base salary between $80,000 and $95,000.   Regular full-time staff may participate in BCT’s partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy. Regular part-time staff receive paid time off and may be eligible to participate in the 401k plan.    

These are remote positions located in the fifty United States or Washington, DC. Head Start (HS) is a national program that provides comprehensive child development services, primarily to low-income children and their families, and includes Early Head Start (EHS), Migrant and Seasonal Head Start (MSHS) as well as American Indian/Alaska Native (AIAN) programs.??? 

The Head Start program is administered by the Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS).? The Head Start Act and OHS require periodic monitoring and review of all federally funded Head Start programs to ensure adherence to Head Start Program Performance Standards (HSPPS) and regulations.?
