About the Role
The Field Operations Manager for Head Start Monitoring Reviews oversees the day-to-day deployment, coordination, and field support of monitoring review teams. This role ensures the seamless execution of review events, manages reviewer assignments, and resolves issues that arise during on-site operations.?
As a key leader within the OHS monitoring process, the Field Operations Manager ensures that reviews occur on schedule, with minimal disruption, and with the necessary support to produce quality outcomes. This role safeguards the consistency and integrity of the federal monitoring process, directly impacting service accountability and compliance across grantees.?
The Field Operations Manager will supervise assigned staff members, supervising and supporting performance, fostering a collaborative team environment and managing personnel processes. ??

How You Contribute to the Team:
Team Deployment and Oversight?
Manage daily operations and deployment of monitoring teams for onsite, desk, virtual, and rapid-response reviews.?
Coordinate reviewer assignments with reviewer pool availability, recipient schedules, and logistical constraints.?
On-Site Incident Response?
Address emergencies, performance concerns, or operational issues affecting in-field reviewers in real-time.?
Work with OHS regional offices to support recipient needs or escalate high-risk incidents.?
Review Coordination and Troubleshooting?
Ensure all review team members are present, trained, and prepared to complete monitoring events as scheduled.?
Troubleshoot last-minute reviewer cancellations, travel delays, or data access issues.?
Monitoring System Contribution?
Provide feedback to improve OHS monitoring process efficiency and effectiveness based on field-level observations and metrics.?
Prepare and submit operational reports identifying delays, missed benchmarks, or complications during reviews.?
Ensure staff understand their duties and are aware of performance expectations and deadlines.?
Monitor staff productivity and work quality; provide regular on-going and constructive feedback, and supportive coaching.?
Build and model a team mentality, inspiring a shared vision.?
Lead, challenge and inspire staff; support and nurture growth.?
Be open to and receive complaints; resolve problems and involve senior leaders and Human Resources as needed or required.?
Participate in the staff hiring, training and performance evaluation processes.?
Supervising Staff?
Supervise and support assigned staff and their performance; set clear expectations, monitor productivity and quality and provide regular feedback and coaching.?
Foster a collaborative team environment by modeling teamwork, inspiring a shared vision, and encouraging professional growth and development.?
Manage personnel processes including hiring, training, performance evaluations, and resolving staff concerns in collaboration with senior leadership and Human Resources. ?
Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.

Educational Requirements:
Bachelor’s degree in operations management, public administration, or a related field.?
Project management certification preferred.?
Experience Requirements:
Minimum 5 years’ experience managing field operations or large-scale deployments, ideally in compliance, education, or federal monitoring contexts.
Minimum 3 years’ experience supervising multiple staff.
Leadership experience coordinating teams across time zones and under tight deadlines?
Experience with Head Start or Early Head Start monitoring or program operations desired.
Experience resolving, in real-time, issues with direct impact on program compliance and quality.??
Skills and Expertise:
Strong logistical, personnel coordination, and conflict resolution skills.?
Familiarity with Head Start monitoring systems, such as IT-AMS, and relevant federal frameworks.?
Strong real-time decision-making capabilities.
Proficiency with computer, Internet, Microsoft Office (Outlook, Word, Excel, and PowerPoint); experience with SharePoint and Monday.com desirable.?
Proficient?with video meetings/conferencing (e.g., Zoom, Adobe, MS Teams).?
Ability to adapt quickly to new applications.?
Able to meet job requirements while working in a remote work environment.?
Communication Skills:
Excellent organizational and interpersonal skills to coordinate with cross-functional teams??
Strong ability to lead and communicate clearly and collaboratively with diverse teams, grant recipients and other stakeholders.??
Clear written and spoken communication skills for briefing OHS stakeholders and drafting reports??
Ability to manage multiple priorities and stakeholders under tight deadlines.
Ability to provide constructive feedback, coaching, and mentoring.?
Must be able to communicate, collaborate and interact with colleagues in a remote work environment; must participate in virtual meetings, appear on camera as needed, and contribute to meeting content as required.?
There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align with the specified role, geographic location, education as well as contract provisions regarding labor categories that are specific to the position.
BCT offers a competitive total compensation package that, for this position, includes a base salary between $80,000 and $95,000 along with a generous benefits package. BCT’s benefits include partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.
This is a remote position located in the United States or Washington, DC, Field Operations Managers must travel to the assigned sites as scheduled. This Project?
Head Start (HS) is a national program that provides comprehensive child development services, primarily to low-income children and their families, and includes Early Head Start (EHS), Migrant and Seasonal Head Start (MSHS) as well as American Indian/Alaska Native (AIAN) programs.??
The Head Start program is administered by the Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS).? The Head Start Act and OHS require periodic monitoring and review of all federally funded Head Start programs to ensure adherence to Head Start Program Performance Standards (HSPPS) and regulations.? This project is responsible for the monitor review scheduling, team deployment and management, travel planning and logistics, content area expertise, conducting reviews and monitoring report drafting.?
