About the Role 

The Logistics Manager for Head Start Monitoring Reviews leads the planning and coordination of all travel and logistical arrangements required for Head Start monitoring reviews. This role ensures timely and cost-effective support for deploying review teams across multiple sites nationwide and collaborates closely with scheduling, field operations, and program staff.? 

This position supports the operational backbone of the OHS Monitoring Program, enabling reviews to occur efficiently and effectively at recipient locations across the country. By ensuring smooth reviewer travel and deployment logistics, the Logistics Manager helps uphold program integrity and timely federal oversight of Head Start services.? 

The Logistics Manager will supervise assigned staff members, supervising and supporting performance, fostering a collaborative team environment and managing personnel processes.

How You Contribute to the Team: 

National Logistics Planning? 

  • Lead travel planning and deployment for all monitoring reviews, including air, rail, rental car, and lodging arrangements for non-federal reviewers.? 

  • Coordinate team size, review site location, and review length to ensure cost-efficient and timely deployment.? 

Logistical Execution and Emergency Response? 

  • Anticipate, track, and respond to on-site disruptions, emergencies, or health and safety issues affecting reviewers or recipients.? 

  • Develop contingency plans and rapid-response protocols for emergency site closures, cancellations, or natural disasters.?

Reporting and Compliance? 

  • Provide quarterly reports to OHS on logistical costs and review deployment trends.? 

  • Track and analyze travel data to improve cost-efficiency and resource allocation across review events.? ? 

Cross-Functional Coordination? 

  • Collaborate with Scheduling, Field Operations, and Finance teams to streamline logistical workflows and minimize downtime or duplication.? 

  • Work with OHS and contractors to ensure integration of logistics data into IT-AMS or designated travel management tools.?? 

Supervising Staff  

  • Supervise and support assigned staff and their performance; set clear expectations, monitor productivity and quality and provide regular feedback and coaching.  

  • Foster a collaborative team environment by modeling teamwork, inspiring a shared vision, and encouraging professional growth and development.  

  • Manage personnel processes including hiring, training, performance evaluations, and resolving staff concerns in collaboration with senior leadership and Human Resources.   

Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.  

What You Bring to the Table:

Educational Requirements: 

  • Bachelor’s degree in logistics, operations management, public administration, or business. 

  • Certification in logistics or supply chain management (e.g., CLTD, CPM) preferred.? 

Experience Requirements: 

  • Minimum of 5 years of experience overseeing national travel or field deployment operations.? 

  • Minimum of 3 years of experience supervising multiple staff. 

  • Experience coordinating logistics in a fast-paced, multi-site environment.? 

  • Experience with Head Start or Early Head Start monitoring or program operations desired. 

  • Advanced planning, forecasting and emergency management for logistics experience. 

Skills and Expertise: 

  • Strong familiarity with federal travel regulations and government-funded logistical frameworks. 

  • Strong cost evaluation, performance analysis and efficiency metrics analysis skills. 

  • Proficiency with logistics software.  

  • Proficiency with computer, Internet, Microsoft Office (Outlook, Word, Excel, and PowerPoint); experience with SharePoint and Monday.com desirable.? 

  • Proficient?with video meetings/conferencing (e.g., Zoom, Adobe, MS Teams).? 

  • Ability to adapt quickly to new applications.? 

  • Able to meet job requirements while working in a remote work environment.? 

Communication Skills: 

  • Excellent organizational and interpersonal skills to coordinate with cross-functional teams?? 

  • Strong ability to lead and communicate clearly and collaboratively with diverse teams, grant recipients and other stakeholders.?? 

  • Clear written and spoken communication skills for briefing OHS stakeholders and drafting reports?? 

  • Ability to manage multiple priorities and stakeholders under tight deadlines. 

  • Ability to provide constructive feedback, coaching, and mentoring.? 

  • Must be able to communicate, collaborate and interact with colleagues in a remote work environment; must participate in virtual meetings, appear on camera as needed, and contribute to meeting content as required.? 

There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align with the specified role, geographic location, education as well as contract provisions regarding labor categories that are specific to the position. 

BCT offers a competitive total compensation package that, for this position, includes a base salary between $85,000 and $95,000 along with a generous benefits package. BCT’s benefits include partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.

This Project?:

Head Start (HS) is a national program that provides comprehensive child development services, primarily to low-income children and their families, and includes Early Head Start (EHS), Migrant and Seasonal Head Start (MSHS) as well as American Indian/Alaska Native (AIAN) programs.??? 

The Head Start program is administered by the Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS).? The Head Start Act and OHS require periodic monitoring and review of all federally funded Head Start programs to ensure adherence to Head Start Program Performance Standards (HSPPS) and regulations.? This project is responsible for the monitor review scheduling, team deployment and management, travel planning and logistics, content area expertise, conducting reviews and monitoring report drafting.
