This position is an integral part of the Public Safety team in overseeing all financial and business matters for the Department. Public Safety encompasses several departments and operational areas including Police, Security, Physical Security and Life Safety Systems, Fire Safety, Parking, Fleet Vans, Shuttle Services, Emergency Management, and Environmental Health and Safety. The Director oversees, monitors and maintains operational and financial systems to effective management Public Safety’s operating budget of approximately $15 million. The Director works closely with the leadership team to plan, budget, and project salary, operating, and capital expenditures and to perform financial analysis and develop financial, operational, and strategic plans. The Director also serves as a key point of contact with the Office of Human Resources with regards to performance evaluations, employee leaves, and resignations. The Director must work collaboratively with multiple University Departments on matters pertaining to budget, payroll, procurement, insurances, contracts, facilities management, and construction.

The position will assist other departments within the Office of the EVP on special projects or initiatives as needed.

Duties and Responsibilities:
  • Oversees, monitors, and maintains departmental operational and financial systems to effectively and efficiently manage and steward Public Safety resources and to ensure compliance with University policies and procedures and budgetary guidelines.
  • Create reports and tools for departments to use in monitoring and analyzing their budgets and performance against budget.
  • Collaborates with the leadership team to plan, budget, project and consolidate salary, operating, and capital expenditures, which includes projecting and analyzing variances from budget.
  • Monitors and reviews departmental expenditures for compliance with University policies and procedures, including budgetary policies.
  • Provides information to and advises the Associate Vice President & Chief of Police on all issues relating to planning, operations, and optimizing the use of department/University resources in support of departmental and University initiatives.
  • Serves as principal liaison with Human Resources, Budget, Payroll, Procurement, Facilities, Insurance and Risk Management, the Office of General Counsel, etc., and oversees the design and delivery of space requirements, purchase and tracking of equipment, execution of contracts, and other departmental financial and administrative operations. Manages professional service agreements with outside vendors to ensure proper review/approval and that services are delivered and payments are made in accordance with contract terms.
  • Work closely with the Director of Parking & Transportation to provide fiscal oversight to the University Fleet Van service to include developing cost models and mileage chargeback rates. Develop fiscally sustainable plans for replacement of the fleet of 40 vans on an on-going basis and work closely with Procurement in the purchasing process.
  • Oversees technology contracts. Works collaboratively with UNIT to ensure technology vendors meet University requirements. Tracks technology expenses and develops budget projections relating to technology.
  • Assists in developing parking revenue projections and reporting on budget to actual performance. Develop pricing models for parking permits, fines/fees, and parking garage rates. Track expenses relating to garage and lot management and maintenance.

Minimum Qualifications:
  • Bachelor’s Degree in Accounting, Finance, Business Administration, or related field.
  • Five years of relevant business operations/financial management experience.
  • Strong leadership and management capabilities; knowledge of financial management processes and systems; Strong understanding of college and university budget, financial reporting and operating procedures.
  • Ability to manage complex budgets and business processes as well as an ability to develop long range strategic plans.
  • Ability to assess current business and operational practices for effectiveness and efficiency.
  • Ability to analyze and understand problems from multiple perspectives, as well as the ability to develop solutions and alternatives.
  • Exceptional organizational skills, including the ability to multi-task and prioritize in fast-paced environments.
  • Good project management skills
Preferred Qualifications:
  • Certified Public Accountant or Master of Business Administration degree.
