Description

Responsible for managing the day to day operation of UCM's hazard waste program, including training, transportation, storage, waste determination, minimization, disposal, and maintaining all necessary documentation. Develop, maintain, and manage EHS procedures, permits, systems and protocols that promote environmental health and safety of individuals, to comply with applicable laws and regulations. Evaluates and manages environmental issues on campus, including chemical spills. Collaborates effectively with university partners by promoting proper environmental procedures.

Examples of Duties

35% - Environmental regulatory compliance to include:
Conduct daily, weekly, monthly, and annual inspections required to ensure compliance with appropriate state and federal environmental standards. Document, prepare, and submit appropriate reports and fees in a timely manner as required by law, to include but not limited to, the following:
Annual and Biennial hazardous waste reports with MDNR and EPA.
Airport outfalls NPDES Annual Monitoring Report.
Satellite accumulations points (40 CFR 262.34)
Spill Prevention Control & Countermeasures (SPCC) - Skyhaven Airport (fuel trucks, fuel farm, and maintenance hanger).
Spill Prevention Control & Countermeasures (SPCC) - Main campus - 40 CFR 112 Storm-water Pollution Prevention Plan (SWPPP) - Clean Water Act
Underground Storage Tank (UST)
Annual Air Permit Compliance Certification - 40 CFR Part 70 and Missouri 10 CSR, Part Emissions Inventory Questionnaire (EIQ) - Missouri 10 CSR, Part 6
DNR Construction Permits - Missouri 10 CSR, Part 6
Tier II Reporting - Missouri 11 CSR 10-11.240
Coordinate disposal of PCBs found on campus and maintain necessary documentation. Serve as university liaison regarding environmental issues with city, county, state, and federal agencies.
Update and maintain UCM's Chemical Hygiene Plan. Provide training to appropriate staff and faculty.
Work closely with University Facilities Planning to ensure all environmental permits are in place for new construction and/or renovation projects. Update existing permit if necessary. (Missouri CSR, Part 6)
Coordinate with other University department administrators to develop, implement, and annually update the Hazard Mitigation Plan.
Respond to university emergencies involving hazardous materials.
Oversee and manage UCM's Chemical Inventory Program. Ensure that all departments maintain their chemicals in the centralized database. Audit department inventories annually. Recommend best practices, corrective actions, and chemical reductions and substitutions as needed.

10% - Maintaining a comprehensive understanding of small and large quantity generator as defined by CFR40 Part 261, and monitor for potential changes in state and federal environmental laws that could affect the university. Communicate these potential changes to university management.

30% - Operate and manage UCM's Hazardous Waste Program, including but not limited to:
Educate and communicates with university departments that generate hazardous waste regarding proper handling, storage, and disposal procedures.
Coordinate safe transportation of chemical waste.
Make final waste determination based on pH, Flash Point, Oxidizer testing, and chemical knowledge.
Reduce disposal cost by bulking waste when applicable.
Ensure all waste is stored appropriately by hazardous waste classifications. Coordinate disposal and ensure all waste is properly packaged and labeled.
Maintain and track all documentation including chemical pickup request, manifest, labor, and disposal cost.

10% - Environmental Health and Safety to include:

Assist EHS Manager with Health and Safety issues as needed. Also serve as designee in the absence of the EHS Manager.

Respond to campus general liability accident/injury as needed. Conduct investigations with appropriate individuals. Complete and submit required documentation to Office of Risk Management. Communicate with claimant, witness, Human Resources, and Office of Risk Management.
Investigate health and safety concerns. Conduct monitoring to minimize and/or prevent hazards, exposure, injuries, and illness in the work place.

15% -Supervision and training to include:
Assist EHS Manager with directing daily activities of 5 - 7 student employees. Develop, conduct, and implement environmental/hazardous materials training and programs for university employees, including EHS staff and students, police officers, facilities, chemistry, biology, aviation, and other departments as needed.
Oversee and ensure EHS students follow proper procedures while they assist with environmental or hazardous material activities.
Supervise hazardous waste contractors while they are on university property. Recommend prevention strategies to University departments regarding current or proposed projects or activities.

Typical Qualifications

Education:

  • Bachelor's degree in Safety, Industrial Hygiene, Chemistry, Environmental, or other related fields.
  • Master's degree in Safety, Industrial Hygiene, Chemistry, Environmental, or other related fields preferred.
Education may be substituted for experience or experience substituted for education based on the following equivalencies: AA = 2 years; BA/BS = 4 years; MA/MA = 6 years; PhD = 8 years.

Experience:
  • One (1) year of experience in environmental, health, or safety required; strong emphasis in environmental and chemical handling preferred.
  • Experience with or ability to quickly learn University infrastructure, facilities and procedures.


Supplemental Information

Special Skills, Abilities, and Knowledge:
  • Knowledge of federal and state environmental regulations - DOT , EPA , CERCLA , RCRA , TSCA , MoDNR, and Missouri State statutes as they relate to Mo Dept of Natural Resources preferred.

Environmental Factors:
  • Excessive standing and/or walking, Exposure to extreme temperatures, Exposure to fumes and/or chemicals, Exposure to heights, Exposure to loud noises.

Physical Factors: Lift 30 lbs.
