3.13.2 MQ-9 Sensor Operator Support

Specialized Education and Experience Required:

Qualifications are IAW AFI 10-220 AFMC Sup, AFMAN 11-2MQ-9V1, AFMAN 11-2FTV1, AFMAN 11-2FTV2, AFMAN 11-2MQ-9V2, AFMAN 11-202V1 AFMC Sup, AFMAN 11-202V2 AFMC Sup, , as well as any additional service guidance necessary for safe operations of activities in support of the AFLCMC MAUAS mission

Shall provide current and qualified MQ-9 Sensor Operators and Perform Aircrew Duties. In addition to the specific requirements called out in the sections below, contractor aircrew shall support and perform general functions associated with flight operations. This includes but not limited to: Submissions of T.O. change requests and Deficiency Reports (DR) identified during normal operations. T.O. changes and DRs found outside of test have the same requirements identified within 3.13.1.6.

Shall plan for, support, and conduct UAS-Specific ground and flight Acceptance Test Procedures (ATP) for new and repaired components. The contractor shall review ATP test plans, test cards and documentation for UAS ground and flight ATP events, conduct ATPs, complete ATP documentation for ground and flight ATP events, and provide feedback as required.

Shall plan for, support, and conduct UAS Specific events. Contractor aircrew shall support the Flight Test Engineer (FTE) in the planning, risk management, execution and documentation of test programs. Assigned contractor aircrew will perform test duties and fully participate in the test planning. Project aircrew will provide inputs to the test plans, test cards, and all required documentation to maximize safe, secure, effective and efficient conduct of the test program. These events are engineering and technical in nature and as such, aircrew shall require a minimum education requirement consistent with the specialized education and experience above. Project Aircrew shall perform work IAW Aircrew Responsibilities prescribed in AFLCMC Det 3 OI 11-100, as well as any additional service guidance necessary for safe operations of activities in support of the AFLCMC MAUAS mission.

Shall participate in Test Planning events for UAS specific efforts. Contractor aircrew shall support the Flight Test Engineer (FTE) in the planning of test projects. Events include but not limited to: Test Plan Working Groups (TPWGs), Technical Interchange Meetings (TIMs), Test Kickoff Meetings, Test Readiness Reviews (TRRs), Safety Review Boards (SRBs), and Technical Review Boards (TRBs).

Shall support the completion of Test Documentation for ground and flight events. The contractor aircrew shall support the FTE in the completion of test documentation by participating in test reviews, providing feedback and by submitting all necessary test documentation under their purview.

Shall maintain Sensor Operators Currencies and Qualifications. This requirement and subs below define contractor aircrew duties in the performance of and support of maintaining currencies and qualifications. It does not address the administrative duties or training functions by support personnel covered in other sections of this PWS.

Shall perform Aircrew Training and Evaluation for AFLCMC assigned aircrew. Contractor Aircrew shall conduct flight and ground aircrew instruction/evaluation as well as training device instruction/evaluation for all Det 3 OL administratively assigned and contractor aircrew at China Lake and Gray Butte. Additionally, when required, contractor aircrew shall facilitate the training of other aircrew members by performing complimentary roles of other crewmembers requiring training. This training includes, but not limited to:

• General systems and emergency procedures training

• Training syllabus academic and simulator events

• Support for Test Engineer training

• Aircrew evaluations

• Currency and practice events

• Monthly aircrew systems and focused academics

• Instrument Refresher Academics (to include RPA and MQ-9 specific topics), Flight Safety topics, etc. in conjunction with evaluations

Shall develop and provide UAS system academics lessons for AFLCMC assigned aircrew. Ancillary aircrew training includes the requirement for experienced aircrew to develop and deliver system knowledge academics once a month. In addition, the Contractor aircrew shall monitor Stan Eval trends and initiate revisions in courseware/training materials to address customer trends. Review all aircraft and operations-related publications for updated information to be incorporated into courseware and training materials, develop and provide UAS system academics lessons to include instrument procedure academics for AFLCMC assigned aircrew.

Shall support and perform general duties associated with flight operations. Well qualified contractor pilots as designated by the Det 3 OL DO, who are not otherwise in crew rest or on flying schedule shall support and perform general aircrew duties associated with flight operations. These include but not limited to: Ops Sup. Ops Sup duties are governed by AFLCMC Det 3 OI 11-100 and performed during all phases of taxi/flight events. They include but are not limited to real time execution of schedules and the coordination with internal and external partners (maintenance, Stan/Eval, Operation Administration, Det 3 OL DO, aircrew, etc.), aid with abnormal and emergency procedures, ensure aircrew have completed all pre-flight checklists; as well as Go/No-Go criteria check.

Shall support Detachment Chief of Safety and perform Flight Safety Officer duties. Well qualified contractor sensor operators as designated by the Det 3 OL DO, who are not otherwise in crew rest or on flying schedule shall support the Detachment Chief of Safety (Det 3/SE) and perform Flight Safety Officer duties IAW AFI 91-202.
