Contract Specialist supports Naval Air Systems Command (NAVAIR) Maritime Patrol and Reconnaissance Aircraft Program Office (PMA-290) Special Missions (SM) Office. Candidate is responsible for the lifecycle of contract management, from planning, development, award, administration, and closeout. Role is critical in supporting the acquisition, development, procurement, and sustainment of systems and suites aboard the SM platforms. Contract Specialist works in a dynamic team environment, collaborating with program managers, engineers, and financial/program analysts. Position is responsible for ensuring PMA-290 SM contract actions are completed in a timely and cost-effective manner.   

Responsibilities

  • Analyze customer requirements, create contract strategies, estimate costs, devise contracting plans, and establish schedules.
  • Prepare, coordinate, and route acquisition documentation, to include:
    1. Acquisition Plan (AP)
    2. Justification and Approval (J&A)
    3. Determinations and Finding (D&F)
    4. Requirements Documentation – Technical Specifications, Statement of Work (SOW), and Contract Data Requirements List (CDRL).
  • Develop and issue solicitations, such as Requests for Proposals (RFPs) and Requests for Quotes (RFQs), in accordance with the Federal Acquisition Regulation (FAR) and Department of Defense FAR Supplement (DFARS).
  • Ensure all contracting steps are properly scheduled and carried out through close coordination with the contracting activity. Attend contract status meetings with Leadership.
  • Develop and provide contract information and briefs as requested to convey contract status.
  • Work with financial managers to ensure the proper allocation of funds for support of the contract in future Spend Plans.
  • Provide advice to program leadership on contracting strategies and regulations. 

Minimum Requirements:

  • Ability to obtain and maintain a Secret security clearance, with potential to upgrade to Top Secret.
  • A bachelor's degree from an accredited educational institution.
  • Demonstrated experience in federal government contracting, including a working knowledge of the FAR and DFARS.
  • Experience with a variety of contract types, including Cost-Plus-Fixed-Fee (CPFF), Firm-Fixed-Price (FFP), and Indefinite Delivery/Indefinite Quantity (IDIQ).
  • Experience with government contract writing and management software (SAM.gov, SPS, PIEE, etc.).
