Senior Manager, Nuclear Security and Safeguards Programs

TerraPower is seeking a highly motivated Senior Manager, Nuclear Security and Safeguards Programs to be a part of the Regulatory Affairs team. This position reports to the Senior Vice President of Regulatory Affairs and provides day-to-day support of TerraPower projects, develops Cyber Security, Physical Security, Information Security, Material Control and Accountability and International Safeguards Programs to meet established regulatory requirements. Works in close consultation with Engineering and Operations staff to ensure regulatory requirements are identified and implemented in accordance with TerraPower design and licensing strategy. Defines and executes the design and licensing strategy for Cyber, Information, and Physical Security Program as well as MC&A and International Safeguards Programs. Manages interactions with the US Nuclear Regulatory Commission including pre-application discussions, preparing/reviewing topical reports and other reactor licensing documentation, and responding to requests for additional information.

Responsibilities

• Responsible for the successful implementation of licensing actions associated with Cyber and Physical Design Security Programs.

• Preparing, reviewing, and maintaining licensing documentation in compliance with Physical Security Design Programs, and regulations.

• Coordinating with design personnel to ensure new designs and design changes meet cyber and physical security regulatory requirements.

• Coordination of the design, construction, and implementation of all physical protection systems including barriers, access control facilities, intrusion detection & assessment systems, training facilities, and security response positions.

• Develop and implement Access Authorization (AA) and Fitness for Duty (FFD) programs, for both construction and plant operation phases to ensure that individuals, subject to the requirements of 10CFR73. 26 and 10CFR 73.56 are trustworthy and reliable.

• Ensures the program will monitor initial and continuing Unescorted Access Authorization (UAA), granting Unescorted Access (UA) or maintaining UAA/UA.

• Establishing and implements a FFD program for evaluating and maintaining the authorization of personnel to the construction site and operating plant.

• Leading the development of security life cycle documents to include project plans, concept of operation plans, procedures, and implementation plans.

• Lead the development and implementation of regulatory documents such as cyber security plans, physical security plans, training and qualification plans, and contingency response plans.

• Perform nuclear security assessments necessary to support the development of the site’s security protective strategy and contingency response plan.

• Develop and implement Material Control and Accountability and International Safeguards Programs

• Develop and implement programs to for the Physical Protection of Category 1 and 2 radioactive materials.

• Develop and Implement the TerraPower Controlled Information and Safeguards Information Programs.

• Keeps management apprised of any potential issues with SGI for reporting purposes.

• Keeps the Director of Regulatory Affairs apprised of any potential issues associated with SGI for reporting purposes.

• Approves SGI access for TerraPower employees and contractors.

• Serve as a security liaison to internal and external stakeholders to support plant design, safety & security interface, regulatory requirements, and the development of memorandums of understanding or other support documents.

• Utilize work management processes to prepare and review technical materials and support nuclear safety programs.

• Interfacing with technical discipline teams at TerraPower, partners, and contractors.

• Preparing and reviewing technical material prepared by themselves and others.

• Reviewing correspondence to and from the Nuclear Regulatory Commission.

• Preparing or reviewing physical security regulatory evaluations.

• Preparing, reviewing, and maintaining licensing documentation in compliance with Cyber and Physical Security Design Programs regulations and strict quality assurance standards.

• Interfacing with technical discipline teams at TerraPower, partners and contractors.

• Preparing and reviewing technical material prepared by themselves and others.

• Reviewing correspondence to and from the Nuclear Regulatory Commission.

• Assisting with safety analysis report (SAR) revisions and preparation.

• Preparing or reviewing cyber, information and physical security regulatory evaluations.

Key Qualifications and Skills

• Bachelor’s degree in engineering from an accredited, four-year university or equivalent experience

• Capability and willingness to adhere to strict quality assurance standards.

• Self-Starter with ability to manage deadlines.

• Proficient in MS Office Suite (Word, PowerPoint, Outlook, Excel) and Adobe Professional

• Extensive experience in interactions with the Nuclear Regulatory Commission

• 15-20 years demonstrated, applicable experience in nuclear licensing and inspection activities associated with Cyber and Physical Security Programs:

• US NRC 10 CFR Regulations

• US NRC guidance related to 10CFR regulations implementation (Regulatory Guides, Standard Review Plans, Interim Staff Guidance documents, Generic Communications, Security regulations)

• Project management and project management tools experience with the capability and willingness to assume full responsibility for a project task

• Excellent written and oral English skills.

Job details

Salary Range Level 13: $ 194,197 - $279,158

*Typically, our employee salaries are within .90 – 1.0 of the mid-point of the posted salary bands. Any salary offered within the posted salary band is based on market data and commensurate with the selected candidate’s qualifications and experience. This range is specific to Washington State.
