ResponsibilitiesThe Telecom Phase Manager is responsible for coordinating the design, engineering, and permitting of Outside Plant (OSP) infrastructure for telecommunications projects. In this role, you will work closely with the management team to grow the Telecom department—supporting mentorship, training, and the development of standards, procedures, and quality control measures for OSPE services. You will ensure timely, compliant, and high-quality delivery of telecom infrastructure projects to SAM clients.
- Lead the planning, design, permitting, and documentation of telecom infrastructure projects
- Apply expert knowledge of OSP construction standards, utility ROW regulations, and industry best practices for fiber optic cable plants
- Consult with clients to define project requirements, construction preferences, and network needs
- Coordinate and review field surveys of aerial and underground facilities; develop running lines, splice sheets, and fiber loss budgets
- Research jurisdictional regulations and manage permitting to ensure full compliance with design requirements
- Interpret and apply underground, direct-buried, and aerial telecom records, surveys and fielding notes
- Monitor and evaluate design quality and support continuous improvement efforts in line with project delivery timelines
- Coordinate make-ready construction and engineering efforts with utility owners and third-party attachers
- Collaborate with OSP field teams and clients on component selection, routing, and architecture to produce accurate, detailed designs
- Partner with construction project managers to ensure quality, consistency, and timely delivery of services
- Mentor and train technicians and junior staff, ensuring adherence to standards, efficient workflows, and professional development
- Troubleshoot design issues related to plant mapping and documentation
- Ensure compliance with FCC and FAA regulations and telecom operating standards
- Assist with the preparation of cost estimates, schedules, and proposals for prospective projects
- Contribute to staff development through hiring, onboarding, training, and performance management
- Perform additional duties as assigned
Qualifications- 5–10+ years of experience in telecom or utility infrastructure, with a focus on OSP design
- Proficiency in AutoCAD Civil 3D and experience preparing scalable plan/profile construction drawings and utility layout
- Strong background in aerial and underground utility design including ROW and permitting requirements
- Considerable knowledge of design techniques, tools and principals involved in production of outside plant design and construction work prints
- Experience working with aerial and underground collected survey data in various formats. Prior field surveying experience is preferred
- Experience working with utility pole loading software and ESRI GIS applications is preferred
- Familiarity with local, state, and utility-owner permitting processes
- Working knowledge make-ready engineering, including FCC, FAA, and NESC regulations and standards
- Excellent communication, coordination, and documentation skills
- Bachelor’s degree in Engineering, Telecommunications, or 5-10+ years of experience in major job elements
- Leadership or team management experience in a professional environment is preferred
