We are pleased to offer an exciting opportunity open for a Regulatory Affairs Specialist to work in a hybrid capacity from one of our offices in Arkansas, Maine, Missouri, Oklahoma, or remotely from Texas.
POSITION SUMMARY
The Regulatory Affairs Specialist is involved in all aspects of the Regulatory Department’s work ranging from review of legal documents and research to preparation and submission of filing documents and reports as required in administrative proceedings and rules administered by multiple state regulatory jurisdictions. The person in this role will use their knowledge and regulatory experience to coordinate and track cases and deadlines, project manage, and review and summarize regulatory filings and other projects. The role requires the ability to interact and update senior leaders and state/local regulatory stakeholders, develop and express independent opinions on certain regulatory matters, and to take initiative to ensure appropriate actions are taken regarding regulatory matters.
PRIMARY DUTIES AND RESPONSIBILITIES
• Coordinates, prepares, edits and reviews regulatory submissions and discovery responses to assure correct formatting, accuracy and clarity of presentation.
• Conducts research and reviews and reports results, recommends appropriate course of action and implements adopted changes as appropriate.
• Prepares and reviews and legal and business documents, memorandum, reports, and/or filings.
• Prepares and organizes case research, notes, and documents.
• Timely and accurately files regulatory documents and responses to discovery.
• Manages regulatory proceedings and projects within the regulatory group and with other departments, including creating and tracking deadlines, progressing projects, managing discovery, and arranging/leading meetings associated with such tasks.
• Maintains knowledge of current and emerging regulations, standards, or guidance documents.
• Monitors state and national regulatory proceedings as assigned and provides updates to management and other impacted cross functional teams/people.
• Assists with drafting and preparation of tariff provisions, presentations and policies to support the Company’s regulatory initiatives.
• Maintains, updates and communicates customer rates.
• Assists in compiling and maintaining data relating to rates, revenue, and customer billing.
• Updates and manages the department tracker/calendar, tariff books and Commission Rule books.
• Maintains Regulatory Department documents.
• Provides other departments with regulatory information (e.g., rate changes, Commission decisions, etc.) that affect them.
• Reviews invoices and coordinates processing to help ensure timely payment within budget.
• Other duties as assigned.
EDUCATION AND WORK EXPERIENCE
KNOWLEDGE, SKILLS, ABILITIES
• Effective analytical, computer, problem assessment and problem-solving skills.
• Ability to evaluate, recommend, and follow through with courses of action in response to inquiries.
• Knowledge of regulatory concepts; knowledge of analytical techniques is preferred.
• Strong writing and research skills; expected to demonstrate expertise through summarizing complex filings.
• General knowledge of pipeline systems, facility operations, tariff provisions and service agreements.
• Ability to interpret public utility rules and assist in ensuring company compliance.
• Ability to define problems and collect data.
• Ability to diplomatically hold others accountable.
• Design and implement creative and efficient processes.
• Highly effective communication and interpersonal skills, including the ability to listen effectively and clarify information as needed, and ability to express opinions effectively and convey information in an appropriate manner.
• Comfort interfacing with Company executives and regulatory stakeholders.
• Able to effectively utilize Microsoft Office Suite, especially Word, Excel, PowerPoint, SharePoint and Teams.
• Extremely well-organized with high internally driven initiative, including ability to motivate self to accomplish projects and goals with minimal supervision, including self-directed learning.
• Ability to multi-task and maintain high performance under pressure in a dynamic, fast-paced environment.
• Willingness and ability to work extended hours when needed to meet deadlines.
• Ability to work with confidential information, materials and files in an appropriate, professional and discrete manner.
