Epsilon Systems Solutions, Inc. is seeking a contingent full-time Financial Analyst I in San Diego, CA.

Job Summary: Perform financial administration and management support services for Accounting Office Code N00F2, Commander Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC/CNSP) and to the operational command of Commander, U.S. Pacific Fleet (COMPACFLT) to include data collection and tracking, analysis, and execution of the CNSP operating forces and shore activities’ financial resources for the current and five prior fiscal years ensuring compliance with current policies and regulations.

Duties and Responsibilities:

• Provides advice and technical assistance in the preparation of annual budgets.

• Measures organizational performance; assess the effects of various programs and policies on the budget.

• Analyzes examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.

• Employs cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.

• Examines past and current budgets and research economic and financial developments that affect the organization’s spending.

• Develops guidelines and policies governing the formulation and maintenance of budgets. May conduct training sessions for company or government agency personnel regarding new budget procedures.

• Manages finances across multiple funding types.

• Tracks budgets, costs, and variances. Produce executive summaries.

• Conducts financial reporting and analysis on financial issues and customer requirements.

• Develops and propose courses of action (COAs) and recommendations for financial issues.

• Interprets and apply financial management principles.

• Applies financial management processes, techniques, policies, regulations and organizational strategic goals.

Required Qualifications:

• High School diploma or equivalent

• Minimum 5 years with the use of various supply and financial systems such as N-ERP, SABRS, STARS-FL, Continuous Monitoring Program (CMP), Relational Supply (R Supply), and Command Financial Management System (CFMS).

• Experience within the last 5 years with the various websites and tools such as Wide Area Workflow (WAWF), Federal Logistics (FEDLOG) Library, One Touch System (OTS), Web Visual Logistics Information Processing System (WebVLIPS) and Electronic Document Access (EDA) in order to accomplish the research and validation of obligations and disbursements.

• Pursuant to the various government contractual requirements, all applicants must be U.S. Citizens.

• Ability to obtain/maintain a DoD Secret Security Clearance.

Pay Range: The pay range for this role is $30 To $35 Hourly. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.

• Ability to sit for long periods of time.

• Ability to work in a shipyard environment and on naval vessels on occasion. 

• Ability to get up and down ladders and in tight spaces where required.

• Ability to wear PPE in certain environments (hard hat, steel toe boots, safety glasses, etc.).
