Position Summary:
ANSER is seeking a Mid-Level Financial & Resource Management Budget Analyst in support of the Office of the Deputy Assistant Secretary of Defense for Chemical, Biological, Radiological, and Nuclear Defense (ODASD(CBRND)) in the oversight of the Chemical and Biological Defense Program (CBDP), CBRND, and Biosurveillance resources. In this role will provide budgetary, programmatic and financial analysis support to the ODASD(CBRND) in the oversight of budget resources.
Day to Day Responsibilities:
- Support the Planning, Programming, Budgeting and Execution (PPBE) process and integration across phases through Program Objective Memorandum (POM) development, budget exhibit reviews and oversight of financial execution.Â
- Support ODASD(CBRND) lead the POM and integration of Capability Portfolio Management into the development, prioritization and alignment of strategy to funding requirements.
- Assist in writing, editing and justifying language in Research Development Test and Evaluation (RDT&E), Procurement, and Operations & Management (O&M) budget exhibits.
- Analyze financial and programmatic data related to operations business performance opportunities and investments.
- Provide programmatic business financial and policy assessments to the ODASD(CBRND) for all resourcing requests.  Provide support in planning for and managing the execution of CBDP/CBRND/Biosurveillance budgetary resources.  Perform program analysis and integration across the ODASD and Enterprise Partners for resource requests and justification for RDT&E, Procurement and O&M appropriations.  Develop analytical products leveraging various tools such as ADVANA, JICAP, General Fund Enterprise Business Systems (GFEBS), BI, Defense Agencies Initiative (DAI), CCaRS etc.
- Support input of CBDP/CBRND/Biosurveillance resource information into Cost Assessment & Program Evaluation (CAPE) and Comptroller databases including the Next Generation Resource Management System (NGRMS), Select & Native Programming (SNaP) database, Automate Schedule & Reporting System, and OMB MAX.
- Support development of Congressional budget briefing products and support to engagements and requests for information from Congressional, CAPE, Comptroller, and Office of Management and Budget (OMB) staff.
- Maintain detailed knowledge of all statutory, DoD, and OMB financial management related regulations.
- Monitor and track planning, execution, funds adjustments (transfers, reprogrammings, and realignments) and unfunded requirements for CBDP/ODASD(CBRND) funds. Support weekly/monthly briefings on execution status to leadership.
Required Qualifications:
- Possess an active Secret security clearance or higher.
- Bachelor's degree in a related field.
- 5+ years of relevant budget and financial analysis experience.
- Familiar with current DoD budgetary principles and their associated operational impact.
- Demonstrated experience working with military components or other DoD agencies CBRN or CWMD activities budget.
- Demonstrated experience in addressing RDT&E/Procurement/O&M budget issues.
- Experience with DoD appropriations and budget documents.
- Experience working with briefing and engaging General Officer/Flag Officer/Senior Executive Service (GO/FO/SES)-level personnel.
- Experience working as an action officer at a headquarters staff/component command level.
- Knowledge of DoD programming, budgeting, financial processes and the DoD Financial Management Regulation (FMR).
- Experience developing budgetary and financial management policy and guidance.
- Experience with and knowledge of DoD financial management systems (e.g. NGRMS, ADVANA; SNaP; OMB Max; DAI/ GFEBS; etc.).
- Experience using the Microsoft Office suite particularly pivot tables within Excel, developing briefing material with PowerPoint, and creating guidance documents/action memos/info memos for GO/FO/SES level
