Job Summary
The Regional Operations Manager is responsible for providing strategic and operational oversight of terminal operations, trucking, warehousing, and fuel/lubricant distribution within a designated geographic territory. This role functions as the senior operational leader for the assigned region and is accountable for ensuring safe, compliant, and efficient execution across all terminal sites, including both company-operated facilities and locations managed through sub-jobber agreements.
This position encompasses full operational responsibility for bulk fuel and lubricant handling, inventory management, delivery execution, and facility compliance. The Regional Operations Manager collaborates closely with internal departments including Sales, Fleet, Compliance, and Dispatch to drive service performance, operational efficiency, and regulatory adherence. The role also includes oversight of environmental compliance programs such as SPCC and DPQA, as well as DOT and FMCSA requirements for trucking operations.
Due to the company’s ongoing growth and geographic expansion, the scope of this position is territory-based rather than tied to fixed locations. Territory assignments may be adjusted over time based on business needs.
JOB EXPECTATIONS/DUTIES
• Lead and manage all operational activities within the assigned geographic territory, including tank farm and bulk fuel terminal operations, warehouse and packaged goods inventory, and regional trucking and fleet operations.
• Maintain a strong and consistent field presence by traveling regularly to all assigned locations to ensure operational alignment, employee engagement, compliance, and service execution.
• Provide direct oversight of Profit & Loss performance, including responsibility for operating expenses, cost-to-roll metrics, gallons-per-hour metrics, and capital expenditure planning.
• Ensure full compliance with FMCSA, DOT, OSHA, and all other relevant regulatory and safety standards.
• Oversee environmental compliance programs such as SPCC and DPQA across all assigned facilities.
• Provide leadership and operational oversight for bulk and packaged lubricant distribution.
• Collaborate with Sales, Dispatch, and Fleet departments to ensure service excellence, product integrity, and efficient delivery execution.
• Drive operational performance against defined KPIs, including safety, customer service, cost-per-gallon (CpG) targets, cost-to-roll efficiency, gallons-per-hour productivity, and overall cost control.
• Manage driver safety performance within Motive for all assigned drivers, ensuring consistent monitoring, coaching, and improvement based on telematics data.
• Partner with the Training Manager to ensure all personnel—including drivers, warehouse staff, and terminal managers—are accurately and consistently trained to perform their duties in alignment with company standards and regulatory requirements.
• Manage employee performance, development, and ongoing training for terminal managers, drivers, warehouse personnel, and service technicians.
• Coordinate with the Fleet team to schedule preventative maintenance and submit annual fleet replacement recommendations to ensure equipment reliability and minimize downtime.
• Lead thorough investigations of all vehicular accidents and safety incidents, identifying root causes and implementing preventive measures.
• Support company growth initiatives by maintaining scalable, efficient operational processes and demonstrating flexibility as territory assignments evolve with business needs.
QUALIFICATIONS
• Minimum of 5 years of progressive leadership experience in petroleum terminal operations, fuel/lubricant distribution, or related logistics functions
• Minimum of 3 years of experience managing fleet assets, drivers, and DOT/FMCSA compliance programs
• Demonstrated knowledge of bulk fuel handling, tank farm operations, SPCC compliance, and environmental regulations
• Experience overseeing warehouse operations, packaged goods inventory, and delivery execution across multiple sites
• Proven ability to manage Profit & Loss performance, including cost-to-roll analysis, gallons-per-hour productivity, and capital expenditure planning
• Strong understanding of key operational metrics such as CpG, on-time performance, cost control, and fleet utilization
• Familiarity with safety management systems, incident investigation procedures, and driver behavior monitoring tools (e.g., Motive telematics)
• Experience collaborating cross-functionally with sales, dispatch, fleet, and compliance teams to deliver operational and service excellence
• Proficient in Microsoft Office Suite, including Excel, Word, and Outlook; experience with ERP or transportation management systems preferred
• Excellent communication, leadership, and organizational skills with a focus on accountability, execution, and team development
• Willingness and ability to travel frequently throughout the assigned territory to maintain consistent field oversight
