About the Role 

The Account Clerk is responsible for processing reviewer payments, including travel reimbursements, stipends, and per diems, in accordance with Federal Travel Regulations and Office of Head Start (OHS) guidelines. This role ensures accurate reconciliation of travel documentation, maintains organized financial records, and supports budget reporting. The Account Clerk also ensures compliance with government audit standards and FAR 52.245-1 asset tracking requirements, promptly flagging any discrepancies. Additional duties may be assigned to support BCT’s operational goals. 
 
How You Contribute to the Team: 

Reviewer Reimbursement and Payment Processing 

  • Process payments for reviewer travel costs, stipends, and per diems according to Federal Travel Regulations and OHS guidelines. 

  • Reconcile post-review travel documentation against approved travel authorizations and cost ceilings. 

Financial Recordkeeping 

  • Maintain organized records of all reviewer payments, invoices, and travel reimbursements. 

  • Assist in preparing budget and expenditure reports for OHS as required under contract deliverables. 

Audit and Compliance 

  • Ensure all financial data complies with government audit standards and FAR 52.245-1 asset tracking requirements. 

  • Flag discrepancies or delayed submissions to the Logistics Manager for resolution. 

Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.

Educational Requirements: 

  • An Associate degree in Accounting, Finance, Business Administration, or a related field is ideal, though addition years of comparable and relevant work experience may be considered in lieu of a degree. 

Experience Requirements: 

  • 2 years of experience in financial recordkeeping, accounts payable/receivable, or administrative accounting support is required; 5 years is required without a degree. 

  • Experience processing reimbursements or travel-related payments in accordance with Federal Travel Regulations (FTR) is highly preferred. 

  • Familiarity with government contracts, FAR 52.245-1 compliance, or other federally funded programs is also a plus. 

Skills and Expertise: 

  • Strong attention to detail with a track record of highly accurate financial documentation and reports. 

  • Exceptional organizational and recordkeeping skills. 

  • Able to analyze and identify discrepancies in financial documents and escalate appropriately. 

  • Knowledge, understanding and ability to follow audit standards, compliance practices, and financial documentation best practices. 

  • Proficiency with computer, Internet, Microsoft Office (Outlook, Word, and PowerPoint) and must be well versed in data entry, and the use of formulas and pivot tables in Excel;  experience with SharePoint, Monday.com desirable. 

  • Proficient with video meetings/conferencing (e.g., Zoom, Adobe Connect, MS Teams). 

  • Ability to adapt quickly to new applications. 

  • Able to meet job requirements while working in a remote work environment. 

Communication: 

  • Excellent organizational and interpersonal skills to support cross-functional teams    

  • Ability to communicate clearly and collaboratively with diverse teams, grant recipients and other stakeholders.    

  • Clear written and spoken communication skills. 

  • Ability to manage multiple priorities and stakeholders under tight deadlines.  

  • Must be able to communicate, collaborate and interact with colleagues in a remote work environment; must participate in virtual meetings, appear on camera as needed, and contribute to meeting content as required 

There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align with the specified role, geographic location, education as well as contract provisions regarding labor categories that are specific to the position. 

BCT offers a competitive total compensation package that, for this position, includes a base salary between $26.45 and $28.85 per hour along with a generous benefits package. BCT’s benefits include partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.  

This is a remote position located in any of the fifty United States or Washington, DC. This Project??

Head Start (HS) is a national program that provides comprehensive child development services, primarily to low-income children and their families, and includes Early Head Start (EHS), Migrant and Seasonal Head Start (MSHS) as well as American Indian/Alaska Native (AIAN) programs.???? 

The Head Start program is administered by the Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS).? The Head Start Act and OHS require periodic monitoring and review of all federally funded Head Start programs to ensure adherence to Head Start Program Performance Standards (HSPPS) and regulations.? This project is responsible for the monitor review scheduling, team deployment and management, travel planning and logistics, content area expertise, conducting reviews and monitoring report drafting.???
