Business Development Specialist

Fairfax, VA (HQ)

MANDEX, Inc., with over 50 years of experience delivering comprehensive information technology solutions, including systems engineering, cybersecurity, infrastructure design, systems testing, physical and electronic security, and logistics support, is seeking a Business Development (BD) Specialist to join our team at our Fairfax, VA headquarters. This role will play a key part in advancing strategic growth initiatives across the Department of Defense (DoD), Intelligence Community (IC), and federal civilian markets.

This is a full-time on-site position (Mon-Friday 8:00 am to 5:00 pm). The salary range for the role is ($80K-$90K) depending on the skills and experience.

Your future duties and responsibilities:

  • Identify and qualify federal business opportunities through SAM.gov, GovWin, GSA eBuy, and other procurement platforms with a focus on defense and cybersecurity initiatives.
  • Analyze defense market trends, emerging mission needs, and cybersecurity policy shifts to uncover strategic growth opportunities.
  • Support and implement business development strategies aimed at expanding MANDEX’s presence across DoD, and federal agencies.
  • Build and maintain relationships with key stakeholders including government acquisition personnel, program managers, contracting officers, and cybersecurity mission leads.
  • Develop teaming relationships with system integrators, prime contractors, and niche technology partners to strengthen solution offerings and win strategies.
  • Assist in the development of compliant, compelling responses to RFPs, RFQs, RFIs, Sources Sought, and other solicitations, ensuring alignment with FAR/DFARS and cybersecurity compliance standards.
  • Support proposal development activities including writing, editing, formatting, and coordination.
  • Monitor federal procurement forecasts, budget updates, and competitor activity to maintain a competitive advantage.
  • Ensure awareness and integration of government-wide initiatives such as CMMC, NIST 800-171, and other frameworks into opportunity pursuit.
  • Collaborate with technical teams to shape solution concepts and capture strategies tailored to the mission needs of national security and defense clients.
  • Provide regular reporting on BD pipeline status, capture activities, and partnership outcomes to senior leadership.
  • Perform research, data analysis, and documentation of relevant metrics using digital tools.
  • Contribute to the preparation, review, and desktop publishing of business development materials and proposal submissions.

Required qualifications to be successful in this role:

  • Bachelor’s degree in Business, Cybersecurity, Analytics, or a related technical discipline.
  • Demonstrated ability to research and track federal contracting opportunities with accurate forecasting.
  • Experience with data analysis, desktop publishing, and editing tools.
  • Proficient in using GovWin, SAM.gov, and other federal research platforms.
  • Highly organized, with strong attention to detail and the ability to manage multiple priorities under strict deadlines.
  • Strong written and verbal communication skills, including the ability to brief executive leadership.
  • Proficient in Microsoft Office Suite (Excel, PowerPoint, Word, SharePoint) and Adobe applications.
  • Self-motivated, resourceful, and adaptable team player with a proactive approach.

Highly Desired Experience:

  • Prior experience supporting DoD or federal cybersecurity programs.
  • Familiarity with CMMC, NIST SP 800-171, or federal cyber compliance frameworks.
  • Experience in SBIR/STTR, 8(a), SDVOSB, or other small business set-aside programs.
  • Knowledge of federal procurement cycles, contract vehicles (e.g., GSA, IDIQs), and DoD acquisition processes.
  • Proficiency with Deltek GovWin IQ and similar tools for market analysis and tracking.
