About this position
Responsible for providing leadership and strategic direction for all enterprise-wide payroll operations, overseeing the timely, accurate, and compliant processing of union and non-union payroll across ArchKey Solutions' multi-entity, multi-state operations, in alignment with all Company values, policies, procedures, key objectives and regulations. This role plays a critical part in shaping and modernizing the Company's payroll function to support growth, improve systems, and ensure excellent service delivery. The VP of Payroll leads efforts to optimize payroll infrastructure, drive standardization, maintain compliance, and deliver data accuracy and financial integrity.

Day in the life
- Leads the vision, design, and execution of a scalable, integrated payroll function across ArchKey Solutions' multi-entity, multi-state operations unifying legacy payroll practices into one enterprise-wide model.
- Aligns new companies with growth through acquisition and systems transformation.
- Provides executive oversight of payroll policies, procedures, and strategy to ensure compliance, accuracy, and exceptional service.
- Aligns payroll strategy with corporate goals and growth objectives; champions initiatives to modernize and scale operations.
- Collaborates closely with senior leaders in Finance, HR, IT, and Operations to develop integrated business solutions.
- Leads the execution and integrity of all payroll processing enterprise-wide, including multi-state, union, certified, prevailing wage, and multi-employer environments.
- Ensures full compliance with all federal, state, and local tax regulations and labor laws; oversees all payroll-related audits, filings, and reporting (e.g., Form 941, W-2).
- Oversees and continuously improves the full lifecycle of payroll functions, including reconciliation, year-end processing, and issue resolution.
- Directs payroll systems strategy, enhancements, upgrades, and integrations in partnership with IT and HR.
- Evaluates and implements LEAN or other continuous improvement methodologies to drive operational excellence and automation.
- Lead efforts to standardize payroll processes and harmonize practices across all business units to ensure scalability and efficiency.
- Develops and reports key performance indicators (KPIs) to inform executive decision-making.
- Maintains strict internal controls and data integrity standards; leads internal and external audit readiness.
- Act as the enterprise point of contact for all payroll-related metrics, risk management, and compliance reporting.
- Develops and manages the annual payroll operations budget.
- Builds and leads a high-performing payroll leadership team and organization.
- Coaches, mentors, and develop payroll managers and staff across regions, ensuring high engagement and career growth.
- Creates and maintains a strong culture of accountability, ethics, and continuous learning.
- Maintains and enforces the highest standards for data privacy, confidentiality, and payroll security.
- Ensures all payroll processes and personnel adhere to compliance and confidentiality protocols.
- Consistently make decisions in an attentive and safe manner to ensure the safety and health of self and others.
- Utilizes LEAN concepts or other continuous improvement methodologies to ensure the most efficient operations, processes, and activities.
- Promotes and models the Company mission, vision and values through exercising sound and ethical business practices, championing all elements of diversity, equity, and inclusion (DEI) and providing high quality services and programs as they relate to clients, subcontractors, co-workers, suppliers, and the public.
Minimum Qualifications
- Bachelor's degree in Business Administration, Finance, Accounting, or related field required; Master's degree or MBA preferred.
- Certified Payroll Professional (CPP) certification highly preferred.
- Minimum 12+ years of progressive payroll leadership experience in a large, multi-state, multi-union enterprise; 7+ years in senior-level or payroll leadership.
- Strong background in prevailing wage, certified payroll, and construction or labor-intensive industry environments.
- Experience leading payroll through periods of organizational growth, M&A activity, and systems transformation.
- Proven success in leading and scaling payroll operations across multiple business units and locations.
- Deep knowledge of payroll regulations, tax law, compliance, and reporting requirements.
- Proven experience overseeing payroll technology systems.
- Exceptional problem-solving, analytical, and critical thinking skills.
- Superior leadership, communication, and interpersonal skills with the ability to influence at all organizational levels.
- Demonstrated ability to diagnose problems with critical thinking skills and detail and process orientation, and to drive appropriate solutions with self-initiative and sensitivity. Excellent time management and organizational skills.
- Exceptional skills to hire, coach, mentor and develop employees, providing support to build high performing, highly engaged teams. Strong collaboration and teamwork skills. Ability to work with and facilitate diverse work teams.
