Position Overview

The Financial Administrative Specialist will provide expert-level financial and administrative management services to support the Finance Division of the Naval Reactors Laboratory Field Office (NRLFO). This role is critical to the implementation and oversight of financial programs supporting the Naval Nuclear Propulsion Program (NNPP), ensuring compliance with Department of Energy (DOE) policies and federal regulations.

  • Location: 100% Remote (Telework)
  • Clearance Required: DOE L-level (Q-level may be required depending on assignment)
  • Period of Performance: Base Year + 1 Option Year (09/08/2025 – 09/07/2027)
  • Client: U.S. Department of Energy – Naval Reactors Laboratory Field Office (NRLFO)

Key Responsibilities

  • Execute NRLFO-specific accounting and financial reporting operations.
  • Develop and deliver training (one-on-one or group) on financial systems and procedures.
  • Document and update Standard Operating Procedures (SOPs) for financial processes.
  • Prepare and process financial correspondence, forms, and memoranda using DOE templates and guidance.
  • Provide administrative support including document review, data entry, and coordination of financial deliverables.
  • Maintain compliance with DOE/NR/NRLFO directives, orders, and applicable federal laws.
  • Support internal audits, reporting, and performance assessments.
  • Collaborate with federal, state, and private agencies on financial matters.
  • Travel occasionally to DOE/NRLFO or contractor sites as required.

Required Qualifications

  • Expert knowledge of NRLFO Finance accounting and reporting operations.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook).
  • Experience with DOE business systems such as STARS, STRIPES, and FAST.
  • Ability to work independently in a remote environment up to 40 hours per week.
  • Must be eligible to obtain and maintain a DOE L-level security clearance (Q-level may be required).
  • Strong written and verbal communication skills.
  • Demonstrated ability to manage sensitive information with discretion.
  • Minimum of 3-5 years of relevant experience. 
  • Bachelor's Degree in Accounting, Finance, Business Administration or related field. Advanced degree advantageous. 

Preferred Qualifications

  • Prior experience supporting DOE or other federal financial programs.
  • Familiarity with federal acquisition regulations (FAR) and DOE Orders.
  • Experience with CPARS reporting and performance documentation.
