We seek a highly skilled and experienced Senior Human Capital Analytics & Organizational Change Strategist to join our dynamic team supporting a vital DoD client. This unique role blends deep human capital strategy, robust data analytics, and comprehensive organizational change principles. The successful candidate will serve as a critical liaison between strategic objectives and data-driven insights, translating complex manpower and fiscal data into actionable recommendations. While this role does not require coding, it demands a "junior data scientist" mindset to analyze, interpret, and present data effectively, driving informed decision-making and contributing to business transformative efforts for the Marine Corps and the DoD environment.
Key Responsibilities
As a Senior Human Capital Analytics & Organizational Change Strategist, you will be responsible for:
- Human Capital Strategy & Analysis:
- Conduct comprehensive analyses of complex human capital challenges, including workforce planning, talent management, organizational design, and performance optimization, within the Marine Corps and the DoD context.
- Develop and implement strategic human capital initiatives aligned with client mission objectives and long-term organizational goals.
- Identify opportunities for process improvement and efficiency gains within human capital operations.
- Data Analysis & Insight Generation (Junior Data Scientist Mindset):
- Analyze diverse datasets, including manpower, personnel, and fiscal data, to identify trends, patterns, and anomalies.
- Establish logical connections and correlations across disparate data sources to answer strategic questions and derive meaningful insights.
- Prepare and cleanse data for analysis, ensuring accuracy, consistency, and readiness for visualization.
- Formulate hypotheses and apply critical thinking to draw defensible inferences from quantitative and qualitative data.
- Data Visualization & Communication:
- Design and create compelling prototype visualizations (e.g., charts, graphs, dashboards) using readily available tools (e.g., Microsoft Excel, PowerPoint, or similar) to effectively communicate complex data insights to non-technical audiences.
- Develop clear, concise, and impactful presentations and reports that translate data findings into actionable recommendations for senior leadership and stakeholders.
- Refine visualizations and communication strategies based on client feedback and evolving requirements.
- Change Management & Implementation:
- Lead and support change management activities for human capital initiatives, applying recognized methodologies (e.g., ADKAR, Kotter's 8-Step Process, Prosci) to minimize resistance and maximize adoption.
- Develop and execute communication plans, stakeholder engagement strategies, and training programs to facilitate successful transitions.
- Assess change readiness, identify potential risks, and develop mitigation strategies to ensure smooth implementation of new processes, technologies, or organizational structures.
- Client Engagement & Relationship Management:
- Act as a trusted advisor to DoD clients, engaging proactively to understand their evolving needs, refine requirements, and provide expert guidance.
- Facilitate workshops, meetings, and discussions to gather requirements, present findings, and solicit feedback.
- Collaborate effectively with cross-functional teams, subject matter experts, and stakeholders to ensure integrated and holistic solutions.
Required Qualifications
- Ability to obtain/maintain Active Secret clearance
- Bachelor's degree in Psychology, Organizational Development, Business Administration, Data Analytics, or a related field.
- Minimum of 10 years of progressive experience in human capital strategy, organizational development, or a related field, with a focus on change management.
- Possess knowledge and experience of the Marine Corps Human Resource Development Process (HDRP)
- Possess knowledge of the Total Force Structure Management System (TFSMS)
- Certified Strategic Workforce planner (current or past certification)
- Certified in Prosci Certified Change Practitioner Methodologies (current or past certification)
- Demonstrated experience in data analysis, including the ability to interpret large datasets (manpower, fiscal, or similar) and identify critical trends and insights.
- Proven ability to create clear, impactful data visualizations and presentations for executive-level audiences using standard office productivity tools (e.g., advanced Excel, PowerPoint).
- Strong understanding of change management principles and methodologies, with practical experience in leading or supporting change initiatives.
- Excellent written and verbal communication skills, with the ability to articulate complex concepts clearly and concisely to diverse audiences.
- Exceptional interpersonal and client engagement skills, with a proven ability to build rapport and influence stakeholders.
- Ability to work independently and collaboratively in a fast-paced, dynamic environment.
- Ability to support in-person engagements in Quantico, VA and/or client locations on a regular basis.
Desired Qualifications (Preferred):
- Certification in Change Management (e.g., Prosci, CCMP).
- Experience working directly with DoD clients or within the federal government sector.
- Familiarity with DoD human capital systems, policies, and processes.
- Experience with advanced data analysis techniques (e.g., statistical analysis, predictive modeling concepts) even if not directly performing coding.
- Proficiency with business intelligence tools (e.g., Tableau, Power BI) for creating prototype dashboards (even if not developing full production solutions).
