The Program Officer will support the management of two large programs focused on early grade and higher education in Jordan: the Early Grade Education Activity (“Asas”) and the Higher Education for Innovation and Growth (HEIG) activity. An integral part of the team, the Program Officer will support the management of administration, compliance, internal and external report preparation, monitoring, evaluation and learning (MEL), stakeholder communication, research, and logistics management for travel and/or events. There will be regular communication with the IREX program and operational teams at HQ and in the country office. The PO will work with multiple teams within IREX and need to balance sometimes competing demands. Beyond their program portfolio, the post-holder may sometimes be asked to support cross-Practice technical work in education system strengthening and support new business and strategic partnership development.

Knowledge & Skills:

  • Ability to deliver results on challenging assignments
  • Demonstrated skills in program administration including work planning, reporting, procurement, and subaward management.
  • Demonstrated technical skills in education delivery, management or policy e.g. instructional design, curriculum development, online and hybrid learning, socio-emotional learning, teacher professional development, employability skills, private sector engagement, strongly preferred.
  • Detail-oriented with ability to multitask, prioritize, and remain flexible while adhering to strict deadlines in a fast-paced working environment.
  • Proven communication and organizational skills with demonstrated cross-cultural sensitivity.
  • Ability to work independently and as a team member with consistent ability to take initiative, meet deadlines, and be flexible according to project needs.
  • Ability to work in a team environment, including team members in multiple time zones across a variety of organizations.
  • Excellent interpersonal skills, with ability to manage difficult situations with tact and diplomacy.
  • Excellent writing, editing, and oral presentation skills.
  • Excellent attention to detail, including the ability to prioritize and multi-task.?
  • Strong computer skills, including Microsoft Office applications (to include analysis using Excel), publishing and web analytics tools, and social media.
  • Verbal and written Arabic communication skills required.

Requirements:

  • Bachelor’s Degree
  • 3+ years of relevant experiences
  • Experience in early grade, basic or higher education, teacher education, youth, and/or professional training/development programming
  • Experience providing administrative and management support to complex donor-funded activities
  • Experience working with a cross-cultural team; experience providing remote support to counterparts in other countries, strongly preferred
  • Knowledge of and experience with project design, grant management, proposal development, and budgeting, preferred—especially with U.S. Government-funded programs
  • Experience working in the Middle East, is strongly preferred.
  • You must have unrestricted authorization to work in the United States.

Your Daily Tasks

  • Provide administrative and logistical support to assigned Education Practice programs, including HEIG and Asas
  • Liaise with IREX operational functions to resolve issues and signpost resources and support to project team and country office-based staff
  • Contribute to monitoring and evaluation activities including after action reviews, data management and analysis if assigned. Track a wide range of information and data, maintaining accuracy and completeness
  • Contributes to the management of creation, review and approval processes for internal and donor reports including internal quarterly reports, and donor quarterly and annual reports
  • Under the supervision of senior staff, support management of IREX’s implementing partners, including leading check-ins and tracking progress and deliverables
  • Contribute to technical activities as assigned, including development of training, facilitation of workshops, and support to work planning
  • Planning and processing global and country-based travel, as needed.
  • Supports and/or is responsible for communication products and documents, including creating and contributing to briefing, presentations, success stories, articles, newsletters, and publications, reviewing and sending written communication
  • Effectively leads small meetings, as well as interacting with donors, partners, stakeholders, and internal contributors.
  • As needed and under the supervision of senior staff, supports one or more elements of proposal processes; tasks may include research, drafting text and narratives, gathering and preparing supporting documents, review and support budget processes.
  • At the direction of project management, independently and accurately performs financial administration tasks in compliance with IREX policies and donor regulations (e.g. check wire requests and field office expense reports, process procurements, invoice tracking, etc)
  • Subgrant management, including due diligence and risk assessments of grantees, subawards and monitoring plans, internal review process, iKnow tracking and overall monitoring
  • Creation of subgrant templates, manuals, and procedures, in close collaboration with program management, the Grants and Contracts Office
  • Provide support to the set-up of templates for budget and compliance tracking
  • Draft, review, and monitor consulting agreements including payments for consultants
  • Assist in seeking solutions to contractual and subgrant questions rooted in IREX and donor policies.
  • Contribute to a positive, collaborative, and inclusive team environment both in HQ and among local teams
  • Be an active and proactive liaison between the Jordan Country team and the DC based and remote staff
  • Supports hiring and onboarding processes for consultants or employees.
  • Other support duties as needed.

The salary range for this role is $70,000 - $71,500 (midpoint range) annually, depending on experience and qualifications. Final compensation will be based on the candidate’s relevant skills, experience, and alignment with the role’s requirements.

Please note: While we aim to offer competitive compensation, not all candidates will be eligible for the upper end of the salary range.
