Essential Job Functions:  

The Unit Supervisor oversees the daily operations of the Records Department within the Baltimore City Circuit Court. This role ensures proper management, filing, storage, retrieval, and disposal of court records in compliance with court rules, state regulations, and internal policies. The Supervisor also leads and coordinates special projects related to record retention and destruction, including archiving historical records, managing shredding schedules, and shipping files for off-site storage.

Essential Duties and Responsibilities:

Supervision & Staff Management and provide daily direction to records clerks and support staff. Assign duties, monitor performance, conduct evaluations, and ensure proper training and compliance with court policies.

Records Oversight & Compliance Manage the filing, retrieval, storage, and indexing of physical and electronic court records. Ensure compliance with retention schedules established by the Maryland State Archives and judiciary policies.

Special Projects Management Coordinate and lead major projects such as record archiving, shredding, shipping records to archives, and implementing document scanning initiatives. Maintain logs, track timelines, and ensure secure handling.

Court Collaboration & Support Liaise with judges, attorneys, and court personnel to ensure timely access to necessary records. Respond to internal and external inquiries related to case files or retention policies.

Inventory & Records Storage Maintain detailed records of boxes, case files, and archive locations. Organize storage areas, prepare reports, and oversee secure destruction in accordance with protocols

Trains staff on court procedures and practices, automated systems, filing, and office equipment.

Provides information to the general public in person and by telephone.

Maintains proper documentation, prepares timesheets, maintains leave codes/balances and other employee records as required.

Minimum Qualifications:

Education: High school diploma (or GED equivalent).

Experience: Three (3) years of work experience in court operations in a trial or appellate court in the United States, or in the fields of criminal justice, parole and probation, or legal or financial services, to include two (2) years of the aforementioned court experience.

Note:

A bachelor?s degree may be substituted for two (2) years of the required work experience.

A Paralegal/associate degree or 60 college credits may be substituted for two (2) years of non-court work experience.

A Paralegal Certificate may be substituted for one (1) year of non-court work experience.

Knowledge, Skills, and Abilities:

Knowledge of:

General office practices, procedures, and equipment.

Maryland court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit(s).

Customer service etiquette.

Job related terminology, codes, comments, notations, orders, policies, procedures, rules, regulations, and laws.

Skill in:

Basic English and math, to include, but not be limited to, grammar, spelling, punctuation, addition, subtraction, multiplication, and division.

Customer service and handling problems tactfully and patiently.

Analyzing records, reports, and other business documents and noting details and facts pertinent to the assignment.

Usage of standard office equipment and products, computer equipment, and computer applications.

Communicating information effectively, both orally and in writing.

Accuracy and attention to detail.

Ability to:

Assign, organize, coordinate, and evaluate the work of staff.

Multitask, adjust to situations quickly, set priorities, and handle pressure in a fast-paced environment.

Understand and carry out complex oral and written instructions.

Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both orally and in writing.

Use standard office and business equipment and products including, but not limited to, personal computers, word processing programs, spreadsheets, database software, copier, microfilm machine, cash register, scanner, fax machine, etc.

Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Software and Computer Skills:

Microsoft Office: Word, Excel, Outlook, Odyssey/Odyssey File & Serve, Zoom and Skype communication.
