Overview

Operations:
In collaboration with the division head, develops long and short-range strategic objectives for the division and supports faculty members in achieving those goals. Creates financial models and projections in support of planning, including forecasting, trending, and cost/benefit analyses. Identifies and optimizes new revenue sources to ensure continued growth of the division. Establishes and maintains partnerships within the DoM, SoM, OHSU Hospital, VA Portland Heath Care System, ITG, OHSU Health partners, and external partners to foster the research and educational enterprises. In collaboration with the DoM, creates research, grant and research support staff funding reports for faculty. Responsible for ensuring operations meet DoM and division goals/benchmarks. Assists with review and setting of faculty compensation.Ā  Analyzes business and office processes and develops systems to improve operating quality and efficiency. Manages facilities and equipment, including space planning, maintenance, repair contracts, and utilization of administrative, and research space in collaboration with the DoM. Responsible for meeting all compliance regulations.

Fiscal Management:
Develops and administers financial systems and effective internal controls for the division. Manages the division’s general funds, faculty discretionary funds, research accounts, internal transfers, sponsored project accounts, foundation accounts and other unique financial accounts. Works with DoM to plan and execute budgets including collection and analysis of financial information and monitoring/resolution of budget variances. Monitors and adjusts payroll and benefits. Reviews and approves all division requisitions. Develops and implements policies for divisional use of Purchasing cards, and training/access in the Oracle system. Develops annual budgets, tracks and analyzes financial performance on a weekly/monthly basis. Works with the OHSU Foundation to develop various goals and strategies for continued growth of philanthropic support.

Human Resources Management:
Manages and oversees human resources activity for division and DoM research employees to achieve goals and objectives. Hires, trains, supervises, and reviews division administrative staff. Monitors and modifies staff workflow. Enforces administrative policies and procedures. With HR support and guidance as needed, handles disciplinary actions and dismisses personnel when necessary. Monitors faculty and staff satisfaction with the goal of reducing burnout and turnover. Coordinates recruitment of new staff and faculty, and new hire paperwork. Manages hiring process and oversees compliance with HR policies and best practices. Responsible for preparing accurate effort certification reports (hospital and grant). Oversees the division’s volunteer and student programs and ensures compliance with OHSU policies.

Research Administration, Clinical Trials and Grants Management:
Serving as the primary central research administration contact for DoM research activities, the incumbent will coordinate research efforts across divisions, offering both strategic collaboration and direct operational support. The position directly manages the DoM Grants and Contracts Coordinators and provides indirect oversight and support to other research and grants administrators within the department. They will offer high-level consultation and expertise to Division Managers/Administrators, investigators (PIs), and divisional research administrators on research-related matters and emerging updates. This position is expected to collaborate and advise all pre and post award research administrators across the DOM.


This role also provides operational support for developing new research strategies in direct alignment with the Associate Vice Chair, Vice Chair of Research, and DOM Chair. The incumbent will work closely with the DoM leadership team and engage regularly with central offices, including but not limited to: the Office of the Vice President for Research and its support units (OPAM, CRBO, Integrity, Contracting, CFS), the School of Medicine, the OHSU Foundation, Portland VAMC, and other departments outside the DoM as needed.

Educational Training Programs:
Oversees administration of ACGME accredited Clinical Informatics fellowship and National Library of Medicine T15 Training grant. Ensures compliance with ACGME regulations and fosters/develops operational excellence in the fellowship programs. Works with the fellowship directors and Graduate Medical Education (GME) office to create and enforce fellowship policies. Works with the fellowship directors and coordinator(s) to ensure evaluation files, progress reports, and documentation meet all national and institutional compliance standards. Manages division’s Continuing Medical Education (CME) programs for faculty and fellows. Coordinates with graduate research programs for administration of graduate students in the division.Ā 



Responsibilities

  • Bachelor’s degree in Business Administration, Healthcare Administration, or related fieldĀ 

  • 5 years of relevant administration experience to include at least 3 year of relevant management/supervisory/program management/leadership responsibilities.

  • Experience in an academic, medical, and/or research environment

  • Background in and understanding of grants and contracts submissions, clinical research management, and financial management

  • Experience with budget development, preparation, and maintenance

  • High level research administration experience

  • Ability to develop, prepare, and maintain a budget

  • Extensive knowledge of Microsoft Suite, and in particular database/spreadsheet management (Excel)

  • Excellent interpersonal and communication skills

  • Ability to interact in a professional manner with leadership at the department, division, program, and faculty/administration level, as well as with support staff



Qualifications



  • Advanced degree MHA, MBA, MPH, or MSHA are preferred.
  • Experience with management of direct reports

  • Experience with management of clinical research trialsĀ 

  • Experience with provider relations
