This role involves working closely with Subject Matter Experts (SME) and Instructional Designers (ID) to transform traditional Navy rate training manuals—currently in Word and PDF formats—into Sharable Content Object Reference Model (SCORM)-compliant HyperText Markup Language 5 (HTML5) content. The ideal candidate will have a strong foundation in front-end development and graphic design, with the ability to modernize and optimize existing training materials for responsive web delivery.
This remote position is dependent on the award of a contract, which is expected to be finalized in September 2025.
Specific Duties/Job Requirements:
  • Revise existing and create new graphics for revised Word and PDF versions of rate training manuals.
  • Convert revised training manuals from Microsoft Word and PDF into responsive, SCORM-compliant HTML5 courseware using automated tools.
  • Collaborate with SMEs and IDs to structure content for web delivery while preserving instructional intent and integrity.
  • Use HTML, CSS3, and JavaScript to develop modular, standards-based course content.
  • Apply responsive design principles to ensure usability across desktop, tablet, and mobile platforms.
  • Use automated or semi-automated tools to streamline content conversion and formatting.
  • Review and revise graphic content; adapt low-fidelity media into professional-grade visual assets.
  • Optimize images and other media elements for web performance and accessibility.
  • Ensure compatibility with Learning Management Systems (LMS) and eLearning standards (SCORM 1.2/2004).
  • Conduct thorough testing and Quality Assurance (QA) of developed content.
Required Skills:
  • Proficiency in HTML5, CSS3, and JavaScript
  • Familiarity with SCORM standards and principles of eLearning content packaging
  • Experience applying responsive design principles
  • Ability to work with automated or semi-automated document-to-HTML conversion tools
  • Proficiency in Adobe Creative Suite (i.e., Photoshop, Illustrator)
  • Strong graphic design and image editing skills, including vector and raster graphics
  • Excellent attention to detail and ability to follow complex technical documentation
  • Strong communication and collaboration skills
Required Experience/Education:
  • Associate's or bachelor's degree in web development, Graphic Design, Digital Media, Computer Science, or a related field (or equivalent professional experience)
  • 3+ years of experience developing HTML5-based content
  • 3+ years of experience with graphic design in a professional or academic setting
Preferred Experience/Education:
  • Experience converting legacy content into SCORM-compliant training modules
  • Familiarity with LMSs such as Moodle, Blackboard, or DoD-specific platforms
  • Experience working with IDs or in a training development environment
  • Familiarity with Section 508 compliance and accessibility best practices
  • Experience working on government or military contracts
