Position Purpose Summary

Oversees and/or manages all aspects of the project and/or multiple programs assigned to a specific country. Responsible for the development and execution of project work products, to include but not limited to program timelines, budgets, reports, and other products as identified. Represent IREX inside the country or region.

The Finance and Compliance Manager will provide financial oversight of program activities. you will ensure that all finance activities under the project are implemented in a timely and results-focused manner and in compliance with IREX and donor requirements. The Finance and Compliance Manager will have a compliance role of the administration, procurement and logistical staff and is expected to promote a project-wide culture of compliance and risk management through compliance practice leadership, staff compliance training, regular project compliance reviews and proactive identification of potential compliance-related issues.

Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by manager.

Task and Project Coordination/Management

Accountable for overall technical quality and impact of the project. Responsible for aspects of the financial management of the country program, working collaboratively to ensure compliance with IREX internal policies and procedures as well as donor regulations. Working under the direction of the Finance and Operations Director, responsible for all financial functions, including accounting, tracking payments and banking, payroll, budgeting, financial reporting and grant financial management and compliance. The Finance and Compliance Manager, in support of programs and other departments, provides timely reports and assistance to the Finance and Operations Director and team to ensure financial resources are used efficiently and effectively.

Specific tasks for assigned role include:

  • Daily management and oversight of the general accounting function of the program, design and development of associated processes and workflows.
  • Technical support to the officers and program staff on accounting and compliance matters, including answering daily questions on proper accounting coding and charging categories.
  • Provide high-quality financial transactions reporting, ensuring effective, transparent use of financial resources in compliance with IREX And donor policies and procedures.
  • Responsible for providing training, guidance and direction to project accounting /finance team.
  • Responsible for providing training to staff on finance and documentation requirements.

Relational Communication

In partnership with project and practice leadership, facilitates key stakeholders’ relationships in the country. Represents IREX to external stakeholders by speaking about project and practice initiatives. Regularly shares relevant information in support of organization-wide collaboration. Supports the development of written communications by drafting, approving, and sending correspondence and manages shareholder relationships with the guidance and/or approval of program management.

Specific tasks for assigned role include:

  • Support Finance & Operations Director in coordinating Early Grade Education Activity (EGEA) compliance with local law including communication with external legal advisors as necessary.
  • Responsible for all tax reporting procedures and submissions.
  • Responsible for all social security procedures and submissions
  • Develops and submits other project reports necessary and based on registration requirements to local authorities.
  • Manages banking relationships and coordinates periodic updates for checking account signers.
  • Support project recruitment and human resource management when required.
  • Liaise with IREX home office financial, compliance and field operations teams.
  • Other duties, as assigned.

Partner Engagement / Business Development

Leads and coordinates the renewal process in regional/country of responsibility. Leads with support from new program development for the country of responsibility. Supports one or more areas of the proposal development process; to include, but not limited to proposal strategy, writing, and/or review. Supports and coordinates country partner outreach and requested; gather market intelligence specific to regional/country of responsibility.

Specific tasks for assigned role include:

  • Review partners /vendors payments schedules and obligations
  • Manage and create Partners and vendors payments and budget trackers.
  • Provide support and guidance to partners in developing awards budgets.

Budget, Financial and Project Compliance

Responsible for financial management of a specific country office(s). Ensures compliance with policies and provides leadership and training to finance staff. May be accountable for the compliance and financial integrity of a given project(s) at the Project Director level. Responsible for the approval but may not be the required signature.

Specific tasks for assigned role include:

  • Financial management activities including monthly, quarterly and annual reporting.
  • Provide annual budget of expenditures as well as quarterly forecast against budget statements (accruals, pipelines, etc) as applicable.
  • Manage preparation of internal and external audits.
  • Supports responses and actions to internal audit comments.
  • Ensure adequate backup documentation is uploaded to the relevant system according to deadlines set.
  • Ensure compliance with local and national laws on registration, annual reporting, and statutory requirements (tax remittances, social security contributions, etc.)
  • Prepare monthly wire requests.
  • Conduct regular cash flow analyses to ensure availability of funds and the accurate maintaining bank account balances.
  • Oversee and manage the petty cash and advances process.
  • Ensure proper segregation of duties within the finance and accounting department.
  • Prepare and submit the bank reconciliation reports.
  • Responsible for finance transaction records keeping including payments and payroll entries in QB.
  • Prepare monthly payroll and salaries.
  • Ensure appropriate withholding of taxes and social security from payroll.
  • Responsible for preparing the monthly closing reporting and supporting documents including transactions supporting documents and all required monthly reporting
  • Review and manage all project expenditures and staff transportation / vehicles.
  • Work closely with program staff to develop activities budget and projections.

Proactively seeks feedback from team members and uses information to make informed, relevant decisions for projects, programs, and clients. Seeks opportunities to encourage team members, to create more efficient processes and workflows that improve overall program or project. Takes ownership of the decisions and actions. Mentors Coordinators and Specialist who direct the work of others.

Specific tasks for assigned role include:

Provide training to finance and EGEA staff to ensure procedures are aligned with best practices and IREX and Donor and regulations are implemented effectively

Skills & Experience

Experience

  • Bachelor’s Degree in relevant field.
  • Minimum 7+ years of progressive job experience. or a master’s degree and 6 years of experience.
  • 5+ years of finance experience with USG and donors funded projects.
  • Experience leading and managing the financial aspects of USG projects, including a demonstrated understanding of applicable finance related USG contracting regulations.
  • Accuracy in working with large amounts of data.
  • Experience supervising staff.
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • Demonstrated knowledge of internal controls and audit process (procurement, local subcontracts agreements and subawards)
  • Experience with accounting software and Microsoft office

Skills

  • Proven experience managing multiple complex programming in a demanding, time-sensitive work environment
  • Experience conducting research and ability to proficiently articulate findings in the English language
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project?objectives.??
  • Strong problem-solving skills and demonstrated flexibility to meet program outcomes.
  • Strong representational and organizational skills.
  • Proficient in Microsoft office products, including Excel; and
  • Speaking, reading, and writing proficiency in English and Arabic required. Excellent written and spoken English.

Work Environment
