Position Title: Dir, Health and Safety

Location: Adel, IA, United States

Description:
Manages and supervises the daily activities of the regional safety coordinators and safety compliance and audit advisors. Engaged in efforts to improve overall safety performance, assure regulatory compliance, and regulatory required safety training. Responsible for operational safety and risk mitigation efforts as well as enforcement of compliance to federal, state and local safety regulatory codes, statutes and provisions for all MEC business units and other various industry organizations' standards. Provides technical interpretation for the application of regulatory standards, codes and provisions and develops operational programming to enhance the safety culture. Serve as one of the primary liaisons to business unit supervisors, corporate security and risk management teams. Provides the company with timely, regulatory climate and status change information.

Responsibilities:
Observes employees' activities and workplace conditions. Encourages and reports safe and unsafe behaviors and conditions. Develops operational safety programming, annual safety review schedules for safety audit and compliance managers and safety supervisors, coordinates on-site safety reviews with the business unit leaders. Approves written safety auditing communications, verifies findings and monitors results as submitted by the safety team pursuant to the Occupational Safety and Health Administration (OSHA) record keeping provision per 29 CFR, Department of Transportation (DOT), Federal Motor Carriers Safety Administration (FMCSA), Department of Transportation - Pipeline Safety, for MidAmerican Energy Company. Interprets and ensures proper application of administrative safety acts or laws for MEC businesses and locations. Provides guidance to safety, audit and compliance advisors on classification of employee injuries and motor vehicle accidents. (40%)

Maintains a higher level of skill and knowledge of regulations applicable to each business unit including OSHA and MSHA compliance inspection guidelines. Maintains proficiency in NFPA and ANSI standards. Responsible for developing operational safety programs, protocols and performs internal safety reviews to ensure company compliance to interpretation and application of regulatory compliance issues. Develops and approves safety programs and recommends or approves application to ensure consistency and compliance to regulatory requirements across MidAmerican Energy Company platforms. (20%)

Supervises assigned employees. Performs administrative activities necessary for the effective management of the department including employee safety, selection and development of employees, salary administration, budget administration, employee counseling and motivation; organization goals and objectives and planning; organizing, integrating, measuring and reporting the work performed within the department. (15%)

Responsible for accurate data collection and report preparation as needed for MidAmerican Energy Company business platforms and management. Performs trends analysis of occupational injuries and motor vehicle accidents. Develops and/or approves safety policies and procedures to ensure consistency across MidAmerican Energy Company businesses and regulatory compliance. Prepares MidAmerican Energy Company internal safety communications. (5%)

Assists in the final classification of incident/accident investigations to ensure accuracy and consistency across MidAmerican Energy Company businesses. Develops communications directives regarding regulation changes and distributes the information through established company communication protocols. (5%)

Approves safety equipment purchases for the business units as needed to ensure standardization, uniformity and regulatory compliance across MidAmerican Energy Company businesses. (5%)

Develops project plans, provides direction and coordinates project activities associated with safety. Performs additional responsibilities as requested or assigned. (5%)

Demonstration of knowledge and understanding of human performance improvement techniques. Evaluate present practices and implement processes, concepts, training and tools to prevent, detect and correct human errors that may adversely impact the safe, reliable operation of the electric transmission and distribution system. (5%)

Qualifications:
Bachelor's degree in safety, environmental, business or related fields or the equivalent progressive related work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)

Six years of experience in electric and gas operations and/or safety compliance, including three years in leadership/supervisory role.

Two years industrial hygiene experience preferred.

Advanced leadership and interpersonal skills to provide instruction, direction and guidance to personnel.

Effective analytical, decision-making and problem-solving skills.

Excellent written and oral (one-on-one and group) communication skills, including presentation skills.

Effective analytical, problem-solving and decision-making skills.

Extensive experience prioritizing and handling multiple tasks and projects concurrently.

Knowledge of local, state, federal and company operating requirements and regulations. Training skills to conduct training as needed.

Computer skills in Microsoft Office.

Project management skills; ability to prioritize and handle multiple issues and projects concurrently.
