Overview

Lynker Corporation, in strategic partnership with Fisheries Immersed Science Hawaii (FISH) as the FLOAT – the "FISH" and "Lynker" Ocean Alliance Team Joint Venture, is seeking a motivated Social Media and Community Engagement Specialist to join the NOAA Fisheries West Coast Region Communications and External Affairs Branch under NOAA’s ProTech Fisheries 2.0 program.

Employment in this role is contingent upon FLOAT being awarded the contract by NOAA.



Responsibilities

  • Develop and implement an annual editorial content plan for NOAA Fisheries WCR social media accounts (Facebook, Instagram, X).

  • Coordinate closely with NW and SW Fisheries Science Center social media leads.

  • Create and publish multimedia content aligned with NOAA communications goals.

  • Provide analytics reports (monthly and annual) and recommend improvements.

  • Manage stakeholder email lists using Government Delivery.

  • Issue one stakeholder newsletter per month and additional targeted communications.

  • Attend weekly communication meetings and in-person workshops.

  • Apply strategic digital outreach techniques and tools.

  • Provide guidance and best practices for regional staff on digital engagement.


Qualifications

Required:

  • Bachelor’s in communications, public affairs, marine science, or related field.

  • Experience managing institutional social media accounts and stakeholder email tools.

  • Working knowledge of SEO, Google Analytics, and social media performance metrics.

  • Experience developing accessible science communication content.

  • Proficiency with MS Office, Google Suite, and graphic design platforms (Canva, Adobe Illustrator, Lumen5).

  • Strong verbal and written communication skills.

Preferred:

  • Background in marine or aquatic environmental topics.

  • Experience working with NOAA or other federal agency communications teams.

  • Familiarity with NOAA Fisheries clearance and branding processes.
