Job Description

States Leading States (SLS) is dedicated to creating a coalition of states committed to evaluating the efficacy of state and local education policies. SLS will collaborate with state education agencies (SEAs) to identify key programs or policies, and shape research questions to undergo an impact evaluation. The Program Manager will support and manage key partnerships with SEAs and ensure the successful execution of key milestones, research completion, and dissemination of findings to internal and external audiences. Participating SEAs will also receive additional analytic capacity to support their SLS research initiatives through support for current or new staff to become a Strategic Data Project (SDP) Fellow. The Program Manager will support agencies in identifying an SDP Fellow, scoping out key deliverables for the fellow, and help oversee the SLS-SDP Fellow support. The Program Manager role is critical in coordinating cross-functional collaboration between external stakeholders and internal project and analytics teams.

Job-Specific Responsibilities:

The Program Manager will be a key member of the SLS program team, serving as the primary liaison for a subset of three to five SEA partners, overseeing the execution of key milestones, project deliverables, and supporting broader strategic planning efforts. The SLS team is currently working to finalize state partnerships; the assigned states for this role are still to be determined; the number of states and the specific states may evolve over the duration of the project. This work will include planning and running meetings with partner agencies’ senior leadership and program teams, collaborating with the CEPR analytics team to identify research topics/questions and study designs, providing relevant support to SLS-SDP fellows, ensuring that all legal and logistical needs of partners are addressed, helping to coordinate data transfers and data collection where applicable, contributing to the writing up of results, and supporting the dissemination of results.

Agency Relationship Management (60%)

  • Own relationships with SEA leadership and program teams that oversee the initiative(s) being evaluated.
  • Serve as primary liaison between SEA teams, the SLS program team, SDP team, and CEPR analytics team, maintaining an in-depth understanding of organizational priorities.
  • Ensure that all contractual, operational, and data management logistics are in place to facilitate full engagement by state partner agencies.
  • Plan, manage, and facilitate meetings with partner agencies to ensure participation and buy-in from agency leadership teams in the process.
  • Assist CEPR Analytics team in finalizing analysis plan and evaluation design.
  • Collaborate with the CEPR Analytics team to communicate analysis plans to relevant agency teams and leadership.
  • Ensure states (including SDP Fellows) are collecting requisite data at proper intervals; facilitate data exchange with the CEPR Analytics team
  • Identify emerging issues with partners, communicate to SLS leadership, and develop strategies as appropriate.
  • Develop reports and presentations to clearly communicate project progress for all internal and external partners.
  • Create and manage project timelines to ensure that high-quality work is completed on time.

Service Design & Content Creation (25%)

  • Create implementation guides that document policy practices and considerations to help spread and support the uptake of policies found effective.
  • Support the planning, content creation, and logistics of meetings, annual convenings, and site visits.
  • Serve as a facilitator for meetings, annual convenings, and site visits.
  • Provide feedback on data visualizations and presentations to ensure they are understandable to non-technical audiences.
  • Author or co-author practitioner- and policymaker-friendly publications summarizing SLS’s work.

Project Management and Communications (15%)

  • Maintain open and clear communications with the SLS senior director, SLS senior research program manager, SDP associate directors, and analytic team to facilitate effective work.
  • Share insights gathered from partner agencies with the SLS team to inform and shape various facets of the project, including programming, assessment of impact, and development of content.
  • Develop and participate in presenting key partnership findings to both internal audiences and partner agencies.
  • Present at conferences on findings, as appropriate.
  • Collaborate with appropriate members of the SLS team to support content, protocols, and logistical needs of meetings, working groups, convenings, etc.


Qualifications

Basic Qualifications:

  • 5+ years professional work experience; relevant coursework may count towards this experience
  • Minimum of 2 years’ professional work experience in education; similar experience in other public agencies may count towards this experience. Experience in or directly supporting local and/or state education agencies strongly preferred.
  • This position may require up to 20% travel when conditions allow.

Additional Qualifications and Skills:

  • Master’s degree in education policy, public policy, political science, economics, psychology, sociology, educational psychology or a related field
  • Experience with partnership management, project management, and cross-team collaboration
  • Understanding of program evaluation, including impact evaluation and conditions necessary for causal inferences
  • Demonstrated capacity to analyze and interpret data and synthesize and present findings to both technical and non-technical audiences.
  • Proven ability to work under pressure, be proactive, accurately assess problems, and develop solutions.
  • Experience managing program evaluations.
  • Demonstrated success managing projects to completion.

Work Format Details

This position is eligible for 100% remote work. Employees may work from any of the Harvard Registered Payroll States, which currently includes Massachusetts, Connecticut, Maine, New Hampshire, Rhode Island, Vermont, Georgia, Illinois, Maryland, New Jersey, New York, Virginia, Washington, and California (CA for exempt positions only). At the discretion of the hiring department, fully remote employees may occasionally be required on-site at a Harvard location. Certain visa types and funding sources may limit work location.
