Position Title: Foreman - Underground Utilities

POSITION SUMMARY
The Underground Foreman is responsible for supervising daily operations related to the installation of sewer, water, and storm drainage systems. This role ensures that all underground utility work is completed in accordance with plans, specifications, safety regulations, and quality standards. The Underground Foreman leads and mentors field crews, oversees trench safety, manages materials and equipment usage, and acts as the primary liaison with inspectors, engineers, and project teams in the field.
YOUR ROLE
• Oversees all aspects of utility installation including trenching, pipe laying, structure placement, and backfilling.
• Reads and interprets survey data, cut sheets, and construction plans to guide daily work.
• Verifies layout accuracy and adjusts field installation to maintain design intent.
• Confirms all materials, bedding, and compaction methods meet specifications and project standards.
• Leads or supervises structure pours, service taps, valve installations, and system tie-ins.
• Coordinates testing for vacuum, air, deflection, and hydrostatic pressure; ensures documentation is submitted accurately.
• Reviews redline drawings and implements changes in the field as needed.
• Acts as the competent person for trenching and confined space operations.
• Enforces OSHA, city, and company safety protocols; ensures PPE usage and safe equipment operation.
• Conducts daily safety meetings, pre-task plans, hazard assessments, and maintains safety documentation.
• Leads emergency response efforts and ensures team preparedness for high-risk tasks.
• Ensures proper setup of traffic control systems including signage, flagging, and detours.
• Leads one crews in utility installation tasks; delegates daily responsibilities based on skill sets.
• Trains and mentors Utility Laborers, Pipe Layers, Leadmen, and new Foremen.
• Evaluates team performance, recommends promotions, and supports career advancement within the crew.
• Provides real-time coaching, feedback, and disciplinary guidance to ensure high performance and morale.
• Confirms correct staging, usage, and maintenance of heavy equipment such as skid steers, backhoes, and loaders.
• Utilizes HCSS and iPad tools for timekeeping, material tracking, production data, and field notes.
• Completes and submits redlines, testing logs, safety forms, and daily reports to project teams.
• Maintains issue logs and inspection records to ensure traceability and quality control.
• Communicates field status, milestones, and concerns to Superintendents and Project Managers.
• Serves as the primary on-site contact for city inspectors, subcontractors, and engineering representatives.
• Represents the company with professionalism, clarity, and respect in all external interactions.
• Coordinates with survey crews and internal teams to maintain progress and meet production goals.
• Perform additional responsibilities as assigned.
WHAT YOU BRING
• Minimum 5 years of underground utility installation experience with 2+ years in a leadership role.
• Strong knowledge of TxDOT, COSA, and OSHA specifications and trench safety standards.
• Proficient in reading plans, cut sheets, and survey data.
• Skilled in the use of HCSS, tablets/iPads, and field documentation systems.
• Ability to lead, train, and evaluate crews with professionalism and accountability.
• Bilingual (English/Spanish) preferred.
• Valid driver's license and reliable transportation required.
• OSHA 30 certification preferred.
PHYSICAL REQUIREMENTS
The Foreman frequently performs physically demanding tasks, including standing, walking, kneeling, crouching, climbing ladders, bending, squatting, and crawling in confined spaces. Lifting, moving, or pushing up to 75 pounds is occasionally required. Specific vision abilities include close vision and color vision. This role involves navigating uneven terrain, climbing stairs, and working in outdoor environments exposed to extreme temperatures, loud noise, and active construction zones. Driving company vehicles is also required.
TRAVEL REQUIREMENTS
Must be willing to travel within the State of Texas as needed, overnight or out of town stay may be required.
