What You Will Do

The primary function is to assist staff and recommend to the Director of Human Resources and University staff concerning employee and labor relations activities for the University's workforce. Decision-making and responsibilities incorporate considerations associated with Federal and State statutes, Civil Service regulations, University policies and procedures, and some nine separate collective bargaining agreements. The incumbent is to serve as spokesperson in contract negotiations, labor management conferences, and State University Civil Service System proceedings. The incumbent serves as a facilitator during contract negotiations, provides contract interpretation to management and staff, conducts investigations regarding grievances, and makes recommendations regarding corrective action to management on behalf of University management, the union, and union members to resolve conflicts and employee relations issues that may arise. Responsible for researching wages, hours, and working conditions to prepare the University's positions regarding its Collective Bargaining Agreements. Serves as University HR subject matter expert in mediation, arbitration, and resolution of labor grievances.

Minimum Acceptable Qualifications

Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
Two (2) years (24 months) of work experience performing professional-level human resources duties.

PLUS

- 3+ years experience with labor organizations to negotiate collective bargaining agreements, conducting investigations, participating in grievances and resolving labor issues
(Years can be concurrent with above)
- Experience being 1st chair at negotiations

Must know 1) Human Resource management and labor relations theories, principles, and practices. 2) Laws, regulations, policies, and concepts about labor relations. 3) Current issues, practices, problems, and precedence in public sector labor relations. Experience in public sector bargaining is highly desirable. Must be able to 1) think quickly, exercise judgment, and speak prudently in representing the positions and goals of the University Administration. 2) able to work (calmly and efficiently in sensitive, stress-producing situations with individuals from varying backgrounds and levels of education. 3) gather and analyze facts, draw conclusions, and recommend possible solutions to problems. 4) establish and maintain effective work relationships with local representatives of unions and with University managers/supervisors, 5) attend to a multiplicity of details, 6) use tact and discretion to obtain the cooperation of others, and exercise exceptional skill in written and oral communications.
