Position Summary:
Analytic Services, Inc (ANSER) is seeking an experienced Financial Analyst to provide comprehensive budget execution support to the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). In this key role you will support the IBP's mission to provide detailed analyses and in-depth understanding of the increasingly global, commercial, and financially complex industrial supply chain essential to our national defense. The Financial Analyst plays a critical role in managing day-to-day financial operations of the Program and performs complex analytical and administrative duties to support execution, financial analysis, and reporting. 

This position is to work onsite at the Mark Center in Alexandria, VA or remotely.

Day to Day Responsibilities:

  • Prepare/Initiate Military Inter-Departmental Purchase Requests (MIPRs), Purchase Requests (PRs), and other funding documents to ensure timely obligation of funds
  • Monitor program obligations, expenditures, and unobligated balances; provide regular execution reports to Financial Manager and Leadership
  • Update and maintain program spend plans and expenditure plans in coordination with Leads, Finance Manager and IBAS Leadership
  • Review and lead the Defense Appropriation Request and Query (DARQ) process, ensuring accuracy and compliance
  • Coordinate with OSD Components, IBAS Stakeholders, and DFAS to resolve Unliquidated Obligations (ULOS)
  • Support year-end closeout activities, reprogramming actions, and execution related data calls
  • Prepare financial information for briefings, presentations, and status reports for Senior Leadership, Congress, CAPE, and OMB
  • Lead financial meetings to discuss execution data and status of funds with Finance Manager, Senior Leadership and Leads
  • Apply concepts of budget, program principles, policies, procedures, standards, terminology, and knowledge of the financial management and business operation systems of the organization, and knowledge of the DoD Financial Management Regulation
  • Support the full range of DODs complex Planning, Programming, Budget, and Execution (PPBE) System to justify/defend/protect/execute resources within the programs financial portfolio

Required Qualifications:

  • Active SECRET security clearance.
  • Bachelor's degree or 10+ years in financial management
  • 5+ years of experience with the following:
  • DoD financial system(s) and processes
  • Understanding of the PPBE process, fiscal law and appropriation categories
  • Hands on experience with MIPR/PR processing, spend plan updates, DARQ, and execution reporting
  • Unliquidated obligations (ULO) research
  • Research, Development, Test and Evaluation (RDT&E) 2-year appropriation accounts
  • 2+ years of experience with 7600a/7600b Support Agreements
  • Proficiency with Microsoft Office suite; advanced Excel skills (complex formulas, pivot tables)

Preferred Qualifications:

  • Strong organizational and problem-solving skills
  • Ability to interpret and analyze financial data
  • Ability to work independently with minimal supervision
  • Experience in using budget/resource analytic tools, techniques, and processes.
  • Experience in supporting audits
  • Experience with G-Invoicing, DoD Financial Systems, Advana highly desirable
