POSITION SUMMARY

The Lead Subject Matter Expert (SME) for the Orbital Analyst Support III (OAS III) contract at Schriever Space Force Base, CO, is a high-visibility position serving as the primary technical and managerial point of contact for all OA support across the Protected and Wideband satellite constellations, including AEHF, Milstar, DSCS, and WGS. Requirements include expertise in orbital mechanics, satellite operations, and personnel mentorship. The OA Lead dual hats as the Deputy Program Manager and is the POC between the Government and contractor personnel assigned to support this contract. The OA Lead shall coordinate with the COR to obtain and clarify contract requirements and is responsible for the daily control and supervision of Aleut’s employees. This role provides and maintains a fully trained, experienced, and certified OA SME team supporting mission requirements. The OA Lead ensures complete compliance with program-specific documentation, including Program Requirements Documents (PRD), Operational Orbital Handbooks (OOH), Satellite Engineer Handbooks (SEH), Vehicle Operational Procedures (VOP), Interface Control Documents (ICD), Unit CONOPS, Operating Instructions (OI), and policies.

This role also carries out the responsibilities of a certified Wideband OA operator and instructor, reviewing and updating OA training materials, developing technical information reports, OA procedures, worksheets, job aids, and maintaining proficiency records for all assigned personnel.

ESSENTIAL JOB FUNCTIONS

  • Serve as Aleut Federal’s onsite Deputy Program Manager and Subject Matter Expert for orbital analysis across AEHF, Milstar, DSCS, and WGS systems.
  • Coordinate contract execution with the COR and ensure compliance with technical, schedule, service, and cost objectives per PWS Section 2.7.1 and 3.1.
  • Provide direct oversight and clarification of contractual requirements with Government stakeholders.
  • Ensure all OA SME support is in accordance with program-specific guidance such as PRD, OOH, SEH, VOP, ICDs, CONOPS, OIs, and other operating policies.
  • Develop, validate, and approve OA procedures, reports, worksheets, and job aids.
  • Serve as the primary interface for audits, reviews, and operational evaluations.
  • Manage configuration control, document repository updates, and technical baselines (PWS 3.2.7).
  • Lead development and delivery of OA training programs, materials, and certifications as outlined in PWS 3.2.3, 3.2.6, and Appendix C.
  • Oversee daily operations and technical deliverables across all orbital analyst teams.
  • Serve as primary technical liaison with the Government for Protected Band operations.
  • Support L&EO (Launch & Early Orbit), system upgrades, orbital safety reviews, and anomaly resolution working groups.
  • Maintain 24/7 on-call SME availability and surge response capability during mission-critical events.
  • Conduct anomaly resolution, launch support, disposal operations, and contingency mission planning.
  • Provide CARA/COLA analysis and conjunction assessment reporting.

EDUCATION/TRAINING

  • Bachelor’s degree in Aerospace Engineering, Physics, Astrophysics, Applied Mathematics, or related STEM field required; or 3 years of direct OA experience in lieu of degree.
  • Completion of USAF/USSF Orbital Analyst Level II and III certification (preferred or within 4 months of hire).
  • Formal training in orbital mechanics, satellite systems, or advanced math is required.

EXPERIENCE

  • Minimum 6 years of experience in Orbital Analysis roles with AEHF, Milstar, DSCS, or WGS systems.
  • Minimum 3 years of experience directly applying mathematical principles in a technical or mission planning environment.
  • Minimum 3 years of experience delivering and developing formal training content.
  • Demonstrated leadership experience managing teams or high-visibility operational support.
  • Experience supporting anomaly resolution, launch, and disposal operations preferred.
  • Proven success in technical documentation, training material creation, and audit preparation.
  • Proven ability to develop, deliver, and revise formal training content for technical audiences.
  • Experience guiding teams in anomaly resolution, mission planning, and high-stakes decision-making.

        SKILLS/ABILITIES

        • Knowledge of configuration management principles as applied to OA product development, documentation, and baseline control.
        • Working knowledge of Milstar and AEHF satellite systems required.
        • Expert knowledge in orbital dynamics, maneuver planning, and space situational awareness.
        • Advanced knowledge of orbital mechanics and application of mathematical principles, including orbital perturbation theory, trajectory propagation, and estimation models.
        • Knowledge of MILSATCOM architecture and operational support requirements.
        • Proficiency with orbital analysis software such as STK, ODTK, FreeFlyer, MATLAB, and similar COTS tools.
        • Strong leadership, communication, and coordination skills in support of cross-functional and client-facing operations.
        • Skilled in developing OA products, including ephemeris, maneuver plans, job aids, and risk assessments.
        • Capable of managing training records, certification programs, and technical deliverables across team members.

        PHYSICAL DEMANDS

        • Must be able to stand and sit for prolonged periods.
        • Must be able to bend, stoop, climb, reach, stretch, kneel, and squat.
        • Must be able to perform repetitive tasks or motions for prolonged periods
        • Must be able to carry up to 50 pounds at a time and push and/or pull 50-pound loads at a time.
        • Must meet all physical requirements for secure facility access.
        • Physically able to access secure government facilities and SCIF environments

        WORK ENVIRONMENT

        • This is an Onsite position that requires work to be performed at Schriever SFB, CO.
        • Working indoors in an office environment.
        • Potentially exposed to electrical or mechanical hazards, elevated work areas, and confined spaces.
        • May require occasional travel to support contingency operations.
        • May involve rotating shifts or on-call duty in support of 24/7 mission requirements.

        SPECIAL REQUIREMENTS

        • Must possess a valid and unrestricted driver’s license.
        • Must be able to pass pre-employment background screening.
        • Must possess, or be able to obtain, and maintain a Top Secret with SCI eligibility clearance.
        • Must be able to be cleared for base or site access.
        • Must be a U.S. citizen.
        • Must be available for a flexible work schedule to include nights, weekends, and holidays.

        Salary Range: $136,000-$145,000 ***Contingent Upon Contract Award***
