ABOUT REINVESTMENT FUND:
Reinvestment Fund’s Policy Solutions team (Policy) partners with government, nonprofit, and other civic leaders to support strategic decision-making to strengthen communities. We conduct rigorous research and build analytic tools that help stakeholders implement effective interventions to achieve equitable outcomes. We are recognized nationally for producing objective research on residential and commercial market conditions, fair housing, access to high quality early childhood education, mortgage foreclosures and evictions, fresh food access, community social wellbeing, and the impact of housing and community development programs. 


ABOUT THE POSITION:
The Manager of Research Operations (MRO), Policy Solutions, facilitates the smooth operation and financial success of the Policy Solutions Department. The department has 12 staff members in a variety of technical and managerial roles. This position requires a high degree of attention to detail, a strong sense of accountability, and a proactive orientation. The MRO is the primary departmental liaison with the Finance and Operations departments regarding contracts & invoicing and provides information & materials to the Communications & Marketing team as needed. The MRO monitors the department’s project pipeline and is responsible for the compilation and submission of complex project proposals. 


RESPONSIBILITIES:

· Manage department budget: review monthly revenue and expenses, review and contribute to Finance dept. operating summary, identify projects that are at risk of exceeding budget. Draft expense and revenue projections as part of annual budget process. 

· Serve as liaison with Operations and Finance departments. 

· Manage contract and subcontract development and onboard new vendors in coordination with Vendor Management.

· Monitor contracts, produce required reporting and other documentation in coordination with Finance and compliance.

· Request and review invoices for clients and from subcontractors, in coordination with Finance department.

· Ensure all necessary documentation is in hand and coordinate with external vendors to process vendor payments. 

· Troubleshoot issues that arise with contracts, billing, timekeeping, etc.

· Maintain Policy Dashboard (pipeline, current projects, recently completed projects)

· Lead responses to complex RFPs, including the collection and organization of required documents, and ensure submissions are complete, error free, and on time. 

· Improve management tools and processes, including the use of Asana. 

· Other duties as assigned.



EDUCATION, EXPERIENCE AND SKILLS:

REQUIREMENTS:

· Bachelor’s degree in related field (public policy, city planning, sociology, etc.) and/or combination of education and experience preferred.

· 5+ Years of experience

· Project management expertise 

· Experience managing operations of a team of similar size and complexity.

· Experience developing and managing a budget of >$2M

· Demonstrated success responding to Requests for Proposals and/or securing grants

· Excellent organizational skills that reflect ability to perform and prioritize multiple tasks with a high degree of attention to detail. 

· Demonstrated experience with Contract management, budget forecasting & monitoring

· Proficient in Microsoft Word (Word, Excel, PowerPoint)

· Experience with Asana or other project management tools 

· Exemplary writing and editing skills

· Strong interpersonal skills 

· Proven ability to proactively solve problems and make strategic decisions.

· Ability to work collaboratively and independently.

PREFERRED QUALIFICATIONS:

· Experience managing social science or public policy research (or subject matter expertise in these areas)

· Project Management Professional certification 


WORK LOCATION:

Reinvestment Fund provides a flexible hybrid home/office work arrangement. It is anticipated that a combination of working remote and 2 days/week in the Philadelphia, PA location will allow for face-to-face interactions. 


COMPENSATION AND BENEFITS:
Reinvestment Fund offers a competitive salary based on experience and skills, as well as an excellent benefits package including employer-paid health, disability, and life insurance, 401(k) savings plan with employer match, flexible spending accounts (medical, dependent care and transportation), tuition reimbursement, paid time off, and EAP program.


The salary range for this position at commencement of employment is expected to be between $87,800 to $109,700, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience.


If hired, employee will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
