Sr Manager Cost Of Service 

Salary Grade: G03
Minimum  Midpoint  Maximum
$121,529 - $164,065 - $206,600

SUMMARY:  

Provides all cost of service and certain pricing activities for electric operations related to filings before the New Mexico Public Regulatory Commission (NMPRC), the Federal Energy Regulatory Commission, the Federal Communications Commission (FCC) and the Public Utility Commission of Texas (PUCT).  Analyzes complex regulatory issues and supports regulatory filings to meet company objectives.  Directs, analyzes, and determines revenue requirements for all electric operations.  Prepares and manages all interrogatories and compliance filings associated with cost of service and regulatory issues. 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

Oversees special projects involving a substantial degree of technical, accounting, legal, political, and environmental variables 

Coordinates company-wide information gathering and verification for use in the determination of the company's cost of service 

Prepares and reviews testimony, exhibits, and related studies included in case filings before the NMPRC, FERC, FCC, and PUCT 

Develops strategies for accomplishing regulatory objectives and actively coordinates with management to implement these strategies 

Provides expert testimony on behalf of the company in regulatory proceedings 

Maintains current knowledge of accounting, cost of service, pricing, and ratemaking theories 

Provides technical and consulting support to various levels of management throughout the organization 

COMPETENCIES:  

In-depth knowledge of cost of service and ratemaking principles 

Extensive knowledge of the distribution, customer, transmission, and generation segments of the company 

Broad industry knowledge 

Ability to effectively interact with a wide range of internal and external personnel to accomplish objectives 

Ability to supervise, direct, and review work of others 

Experience as a witness in judicial and administrative proceedings 

QUALIFICATIONS                    

MINIMUM EDUCATION AND/OR EXPERIENCE:  

Bachelor's degree from a four-year college or university with seven to nine years of related experience, to include two years of management experience, or equivalent combination of education and/or experience related to the discipline. 

Master's degree is preferred. 

SUPERVISORY RESPONSIBILITIES: 

Designs, organizes, prioritizes, schedules, and leads work assignments. 

COMMUNICATION SKILLS:        

Ability to read, analyze, and interpret business periodicals, professional journals, financial reports, and legal documents 

Ability to write reports, business correspondence, and procedure manuals 

Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees 
MATHEMATICAL SKILLS:    

Ability to work with the concepts of probability, statistical inference, financial analysis, and fundamentals of plain and solid geometry and trigonometry 

Ability to apply the concepts of fractions, percentages, ratios, and proportions to practical situations 
             
COMPUTER SKILLS:  

Working knowledge of word processing, spreadsheet, and presentation software 

ANALYSIS AND PROBLEM-SOLVING ABILITY:  

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.  Ability to solve complex practical problems and deal with a variety of abstract and concrete variables in situations with only limited standardization exists.  Ability to interpret a variety of instructions furnished in verbal, written, diagram, or schedule form.  Ability to apply abstract concepts to practical applications within the company. 

DECISION MAKING: 

Reviews, analyzes, and makes decisions on appropriate rate making application with a minimum of supervision.  Anticipates and identifies potential regulatory issues or problems and develops sound strategies to resolve those issues and problems. 

SCOPE AND IMPACT: 

Responsible for developing revenue requirements for all jurisdictions that ultimately determine rates to customers and company profitability.  Responsible for the accuracy and integrity of the cost of service for all jurisdictions. 

PHYSICAL DEMANDS: 

Ability to sit up to 2/3 of the time and to stand, walk, and stoop up to 1/3 of the time.  Good vision and ability to adjust focus is required.  Manual dexterity is required.  Must occasionally lift and/or move up to 10 pounds.

Office environment.
