HR Generalist:
 
HunaTek is seeking an HR Generalist  to assist with assessment of personnel policies, programs, and procedures and informing employee and management personnel on the interpretation of them. The candidate for this position performs professional level human resources work and carries out responsibilities in one or more functional areas, such as, staffing, employee relations, compensation, training, employment, labor relations, safety, affirmative action and employment equity programs, and personnel research. Carries out administrative work involving the human resources functions and maintains related records. Ensures that programs are carried out in accordance with company's policies and procedures.  Analyzes and provides advice to supervisors and managers on methods and approaches to resolve employee work problems.  May make presentations to explain the purpose and goal and to seek compliance and understanding of human resources policies. May conduct research to determine the effectiveness of personnel programs and policies. May develop and propose improvement to policies, programs, and procedures to improve the effectiveness of human resources and operations. May have lead or professional responsibilities over lower level support and clerical personnel. May be responsible for implementing and evaluating revised human resources policies.  Provides other human resources services as needed..

Essential Job Functions:
 
  • Classification: Perform position evaluations using the MClass evaluation system for positions AF region wide.
  • Provide advice to supervisors and employees on regulations and procedures regarding LE Staff position evaluation and assist them in preparing position descriptions
  • Review new or revised position descriptions for completeness and conformity with regulatory requirements. Review position descriptions in accordance with the classification standards contained in 3 FAH-2-H-400, Chapter 4.
  • Solicit additional information by providing job discussion help sheets (JDHS) to jobholders and supervisors, review the completed help sheets, formulate questions, and schedule interviews with supervisors and employees and/or others as necessary to gain full understanding of positions. 
  • Evaluate positions by completing the job evaluation questionnaire in MClass based on the job discussion help sheet and information gathered during interview session.
  • Verify and validate evaluation with the job holder and supervisor by providing copies of the MClass job report for review and certification.  If appropriate, revise MClass evaluation in coordination with the Post.
  • Complete the DS-298 Interagency Post employee Position Description Form with the final evaluation official title, post title, occupational series code and the grade as determined by the MClass evaluation process.
  • Develop and maintain a master schedule for periodic position reviews.  Develop and prepare presentation on position evaluation, as required.  Prepare and update computerized organizational charts.  Provide assistance with evaluation surveys, as required.
  • Maintain and update data elements of position descriptions in the position file of the computerized LE Staff personnel system.  Finalize position descriptions and maintain position description files.
  • Work closely with supervisors to identify position needs and is responsible for writing justifications for additional resources or changed/abolished positions.  Prepare complement statistics regarding classification metrics.
  • Conduct individual and group training on a wide range of position classification topics to include “Writing Effective Position Descriptions” and “Establishing Sound Organizational Structures at Posts”.  Identify additional training topics, develop course materials, course agendas and training manuals, provide classroom instruction and assesses the suitability and success of training courses.  Coordinate with other regional evaluators to identify training needs and coordinate training sessions.
  • Properly evaluate and classify locally employed (LE Staff) position at posts within the African Affairs Bureau (AF).  Analyzes functions, organizational structure, and workflow of positions during the evaluation process.  Conducts in-depth interviews with supervisors, managers, and incumbents to clarify evaluation classification issues.  Renders advice on effective and efficient position resource management.  The position travels to the AFRC for training and within AF to conduct job evaluations, as required.  Upon completion of certification, serve as back-up regional classification approver for AF.
  • Develop training materials, help sheets, and Standard Operating Procedures to be used within AF.  On an ongoing base, prepare and deliver multiple types of presentations, briefings, and training sessions regarding Position Classification to all levels of employees, supervisors, and managers, including Human Resources staff that serve as Post Classification Advisors throughout the AF Bureau.
  • Prepare and present statistical data and analysis on Classification program trends. Prepare discussion papers/ad hoc reports as necessary to ensure program meets established service standards.
 

Required Qualifications: 

  • US Citizenship
  • Top Secret clearance
  • Minimum Education: High School Graduate or equivalent
  • Minimum Years’ Experience: 4 years or more
  • Proficient in Microsoft Office Suite
  • Possess strong multi-tasking and organizational skills
  • Strong interpersonal and customer service skills
  • Demonstrated written and oral communications skills
  • Ability to handle complexity and highly detailed responsibilities
  • Experience and ability to work and interact with others and provide excellent customer service 
  • Ability to prioritize work and make decisions 
  • Skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times
