Leidos National Security Sector (NSS) is seeking a highly experienced and skilled mission-driven Intelligence Collection Manager (ICM) to support APOLLO/OPIAS in Tampa, FL. The Intelligence Collection Manager (ICM) supports the J39 Information Operations Directorate by identifying, validating, and coordinating collection requirements that inform and enable Operations in the Information Environment (OIE) planning and execution. The ICM ensures that ISR and other collection platforms are aligned to support non-kinetic targeting, influence operations, and adversary activity within the information environment. This role bridges the intelligence and OIE communities, helping synchronize collection priorities with campaign objectives, operational assessments, and IRC effects. This position is on a future contract pending award announcement.

Key Responsibilities:

  • Coordinate intelligence requirements
  • Manage the collection efforts across all intelligence disciplines (OSINT, HUMINT, SIGINT, GEOINT, etc.), ensuring they are synchronized, prioritized, and responsive to OIE planners' requirements.
  • Support the identification and definition of intelligence needs to fill gaps relevant to influence, counterinfluence, and situational awareness in the information environment. 
  • Ensure the right information is collected to support strategic messaging, threat detection, and narrative countermeasures, bridging operational planning and intelligence execution in the digital battlefield.
  • Develop and manage Priority Intelligence Requirements (PIRs), Essential Elements of Information (EEIs), and collection strategies to support OIE planning and assessment.
  • Submit, track, and refine collection requirements using systems such as COLISEUM, PRISM, or MIDB.
  • Coordinate with J2, ISR planners, targeting analysts, and Information Force and capabilities leads to ensure OIE-relevant intelligence needs are identified and resourced.
  • Support the planning and synchronization of collection efforts related to adversary decision-making, narrative exposure, disinformation tracking, social media activity, and other information environment indicators.
  • Ensure collection requirements support Measures of Performance (MOP), Measures of Effectiveness (MOE), and post-operation impact assessments.
  • Identify and recommend new collection approaches for assessing foreign audience perceptions, influence vectors, and cross-domain effects.
  • Provide reach-back support and coordination with national, theater, and tactical ISR assets and intelligence organizations.

Basic Qualifications:

  • Bachelor’s degree in Intelligence Studies, International Affairs, or a related field
  • 5+ years of experience in intelligence collection management or ISR planning, including direct support to joint, interagency, or CCMD operations
  • Strong working knowledge of intelligence disciplines (HUMINT, SIGINT, GEOINT, OSINT) and ISR platforms
  • Experience using DoD and IC collection systems such as COLISEUM, PRISM, HOTR, or MIDB
  • Familiarity with joint planning processes (JOPP, MDMP) and Annex B (Intelligence) and Annex K (IO) integration
  • Active TS/SCI security clearance

Pay Range:

Pay Range $72,150.00 - $130,425.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
