Overview
CommIT Enterprises, Inc. is seeking an experienced Proposal Manager to join our growing team. The Proposal Manager will lead teams in the development of Requests for Proposal (RFP), Requests for Information (RFI), and other related customer response deliverables. The Proposal Manager will be responsible for analyzing the RFP/RFQ requirements, developing a compliance matrix, initiating a proposal preparation/review schedule, ensuring compliance across the proposal, and driving teams to meet proposal schedule deadlines and deliverables. The Proposal Manager will be a key player on CommIT’s Growth Team helping to develop win strategies, cohesive proposal themes, and potential discriminators.
Established in 2001, CommIT is a Certified Veteran-Owned Small Business (VOSB) and Woman Owned Small Business (WOSB) providing innovative technical engineering and data science services. Our enterprise systems support includes the Department of Defense’s (DoD) GCSS-MC, CAC2S, TBMCS-MC, and the Department of Veteran’s Affairs’ (VA) telehealth communications. We offer acquisition management, systems engineering, Agile software development, cloud management, IT modernization, data analytics, cybersecurity, and training, including leading-edge DevSecOps, automated testing, and mobile application development.
Responsibilities
Your essential job functions will include but may not be limited to-
Responsible for RFP/RFI analysis; leads the development, production, and delivery of proposals and proposal-related products
Responsible for proposal schedules, plans, outlines, templates, and mockups; works with capture managers to assign proposal resources (writers, SMEs, reviewers) as required
Responsible for end-to-end ownership of proposal development and related support processes, including desktop publishing and graphics development
Facilitates proposal solution-development working sessions to formulate and integrate proposal strengths, discriminators, and strategies with a compliant and efficient structure
Leads or coordinates all proposal color team reviews; develops review packages and consolidates feedback
Responsible for providing input and accessibility to proposal resources including past performance, resumes, prior proposal database, and other information including: corporate overview, core competencies, program management plan, contract/sub-contract management plan, quality assurance plan, retention plan, etc.
Lead debrief assessments to discuss and analyze recent wins and losses which includes the development of presentation materials
Improve proposal writing results by evaluating and re-designing processes, approach, coordination, and boilerplate, implementing changes
Support BD process status meetings, gate reviews, and solution development activities
Attend relevant industry day conferences, engage with procurement staff and gather/validate opportunity details
Qualifications
Required Experience and Education:
Bachelor’s degree from an accredited college or university
Minimum five (5) years of proposal management experience with US Government/DoD proposals; certification from the Association of Proposal Management Professionals a plus.
Experience following proposal processes modeled on Shipley best practices
Ability to read, analyze, and interpret complex documents
Ability to interpret complex internal customer requirements and attitudes from verbal, non-verbal, and written communication
Ability to successfully lead teams in a dynamic environment
General knowledge of U.S. Government competitive procurement approaches and regulations (such as FAR 15, FAR 16, OTAs, CSOs; RFP, FOPR)
Must be eligible for DoD Security Clearance
