Davenergy Solutions is currently seeking a full-time Project Manager in Fort Detrick, MD. The PM is responsible for project management and Quality Assurance (QA) Support assistance and conduct facilities and transition support at the Medical Research Development Command (MRDC), Ft. Detrick, MD.
Requirements:
Serve as “Owners Representative” project manager for construction:
Ensure that the new work meets all the requirements of the plans and specifications of the contract documents.
Maintain records of all necessary construction documentation such as financial cost accounting, meetings, drawings, submittals, applications for payments, change orders, proposals, purchase orders, communications, transmittals, notes, etc...
Attend weekly progress meetings with architects, engineers, and prime contractors. Provide report of meeting to Facilities Director with identification of any problems or difficulties and recommendations for resolution.
Review and recommend approval of submittals, shop drawings, and samples as “Owner”.
Perform continual on-site surveillance of construction activities. Inspect the contractor's quality control activities. Monitor and record testing required by contract documents.
Maintain progress photos of the project.
Review and evaluate HVAC plans, specifications, installation, testing and balance, and field verifications.
Review and evaluate all change orders recommended by the architect or his consultants, all change order requests, and cost proposals made by the contractors and recommend action to be taken to the Facilities Director.
Aid in preparing punch list corrections prior to acceptance of the building or portions of it by the owner.
Review final 'as built' drawings as Owners Representative.
Receive all warranties and provide all mechanical and electrical systems information, including operation and maintenance manuals, to MRDC personnel responsible for ongoing maintenance.
Provide recommendations for design modifications.
Prepare reports and perform special projects as required by the Facilities Director.
Complete required Army training.
Provide effective coordination, support, and promotion of interactions with other staff offices and organizations.
Provide periodic assistance with varying technical support encompassing the scope of the overarching contract scope, in support of DHA's SRM program.
Provide support in areas of mechanical engineering, structural engineering, electrical engineering, architecture, commissioning, etc. in support of both new and ongoing DHA projects.
Provide assistance on LEED project coordination and provided guidance and advice on LEED processes and activities associated with DHA SRM projects/program.
Provide periodic support in areas of, fire alarms, mass notification systems, fire suppression systems, and life safety analysis as components of fire protection engineering.
Provide initial outfitting and transition technical support as needed for the DHA SRM program.
Provide periodic support in areas of arc flash hazard analysis, fire alarms, mass notification systems, fire suppression systems, and life safety analysis as components of fire protection engineering.
Relevant Experience
Excellent analytical, organizational, and interpersonal communication skills.
Ability to read, and analyze building and equipment drawings and blueprints, interpret specifications such as medical design criteria, the Uniform Facility Criteria (UFC's), Federal Building Code requirements technical procedures, and governmental regulations.
Thorough knowledge and understanding of concepts used by various disciplines related to project management including development, facility planning, architectural concepts, and design.
Comprehensive knowledge of and skill in using computer technology; spreadsheets, databases, and word processing systems.
Compliance with the Federal Building Personnel Training Act of 2010.
Communication, Language, and Software Skills
Ability to clearly articulate project goals, risks, and benefits to military and civilian audiences, both orally and in writing.
Proficiency in software tools for creating reports, tracking metrics, and managing licensing/membership data.
Strong interpersonal and organizational communication skills for briefing, negotiation, and consensus building.
Education
Bachelor's degree in project management, architecture, or similar discipline and at least three years' medical research project management and construction management experience.
