About the PositionÂ
Were seeking a Contracts Manager to support major heavy-civil infrastructure programs, including highways, roads, and passenger transit projects. Youll manage large design-build contracts, support agreements, and purchase orders covering various components (e.g., civil, track, systems construction, etc.). The role centers on safeguarding the owners commercial interests, leading negotiations, resolving claims, and ensuring compliance so projects stay on budget and on schedule.Â
This is a long-term, full-time, on-site position located in the greater Los Angeles metro area.
Responsibilities may include, but are not limited to, the following:Â Â
- Develop and implement contract and/or commercial strategies across project delivery models, including design-build.Â
- Review, draft, and negotiate contracts, amendments, change orders, service agreements, and statements of work under FAR, FIDIC, and state frameworks.Â
- Lead or support the change-management and claims process, from entitlement review through negotiation, settlement, mediation, arbitration, or litigation.Â
- Establish and maintain consistent change order and claims procedures across multiple contracts and delivery partners.Â
- Coordinate with project controls, schedulers, estimators, and legal counsel to quantify impacts and maintain a comprehensive change/claims log.Â
- Monitor contract compliance, identifying and documenting deviations to support claims or potential claims.Â
- Ensure all contracts meet safety, Buy America, third-party stakeholder, and environmental compliance requirements.Â
- Track and manage Certificates of Insurance, lien releases, and other contractual instruments.Â
- Partner with Procurement and Legal to address ongoing contract and PO needs throughout the project lifecycle.Â
- Oversee contract documentation with Document Control, ensuring all correspondence, reports, and invoices are complete, sequenced, and auditable.Â
- Provide executive briefings and risk exposure analyses connecting commercial issues to contingency, float, and program KPIs.Â
- Build and maintain effective relationships with stakeholders to support collaborative negotiations and timely settlements.Â
- Coach project teams on contract compliance and claims-avoidance best practices, embedding lessons learned into future procurement documents.Â

Minimum QualificationsÂ
- Bachelors degree in engineering, construction management, business, finance, or related field, or an equivalent combination of education and experience.Â
- 10+ years of hands-on contracts, change order, and construction claims experience on heavy-civil infrastructure programs that include highways/roads or rail/bus passenger transit projects.Â
- Experience with alternative delivery methods (e.g., DB) and associated risk-allocation mechanisms.Â
- Demonstrated success administering and negotiating complex civil works contracts as an owners representative or in a role protecting client interests.Â
- Ability to interpret design documents, schedules, cost reports, and commercial terms to build clear entitlement narratives and quantum analyses. Â
- Proficiency with industry standard project management software (e.g., Primavera P6, MS Project, etc.).Â
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).Â
Preferred QualificationsÂ
- Advanced degree (e.g., JD, LLM, or MBA) with construction law emphasis.Â
- Active professional certifications such as CCM (CMAA), MRICS/FRICS (RICS), PMP (PMI), or CCA (AACE).Â
- Experience with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.Â
Compensation DetailsÂ
The salary range listed for this role is $150k-$190k/year ($72-$91/hour). The final salary offered will be based on multiple factors and thoughtfully aligned with each candidates level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, geographic location, etc.Â
