Description
Leidos Corporate Security is currently seeking an experienced leader to serve as the Corporate Facility Security Officer (FSO) for Leidos, Inc., at its Global Headquarters located in Reston, VA.
The selected individual will report to the Vice President of Industrial Security and will assist in leading and implementing the Department of Defense (DoD) Industrial Security Program. The Corporate FSO will coordinate and monitor critical components of the DoD Industrial Security Program and security activities, ensuring compliance with government regulations and company security policies and procedures.
The successful candidate will engage with all levels of Leidos personnel, including executive leadership, senior management, and government representatives, to ensure contract security compliance with relevant regulations, including 32 CFR Part 117, the National Industrial Security Program Operating Manual (NISPOM), Contract Security Classification Specifications (DD254), and Program Classification Guides.
This is a highly visible position in a fast-paced environment that requires a high degree of professionalism, a strong sense of urgency, a proactive mindset, and flexibility.
Specific duties the following:
•Recognized subject matter expert with deep industry knowledge, use of advanced techniques, and creative solutions
•Recommends and implements new solutions in support of strategy and operation
•Addresses complex problems impacting multiple areas
•Ensure all Corporate security compliance documentation is updated and current;
•Ensure all cognizant security government databases are updated and current;
•Maintain and create Leidos CAGE codes for company Facility Clearances (FCLs);
•Maintain and manage DISS records for cleared personnel;
•Ensure all cleared personnel under the corporate facility have completed mandatory annual security training;
•Conduct new employee security indoctrinations as well as ensuring all other annual briefing requirements (e.g., NATO, CNWDI, RD/FRD) are completed;
•Conduct security debriefings when applicable;
•Conduct annual security self-inspections and support DCSA Security Vulnerability Assessments or Continuous Monitoring Engagements;
•Administer day-to-day security programs, personnel processing, program reviews, document control system, audits & self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
•Provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate;
•Developing and maintaining a corporate repository for cognizant security assessment data for Leidos locations;
•Work as a team player, exhibit flexibility, and excellent organizational skills. Analyze moderate problems and provide focused solutions with the ability to effectively communicate information to various audiences;
•Bring security risks to the attention of the senior management as identified.
Basic Qualifications:
•BA/BS or equivalent experience and 12+ years of prior relevant experience. Additional years experience may be used in lieu of degree.
•16+ years related experience in lieu of degree;
•Completed DCSA FSO Curriculum – with certificate of completion;
•Expert knowledge of 32 CFR Part 117, National Industrial Security Operating Manual (NISPOM) Rule;
•Strong knowledge of SF-86, SF-312, DD-254, 441, 441-1, SF-328, and other government required forms;
•Candidates must possess a Top Secret clearance and be eligible to obtain a TS/SCI;
•Thorough understanding of security databases such as DISS, SAM.gov, and NISS;
•Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate;
•Strong communications skills, both oral and written;
Preferred Qualifications:
•Expert knowledge of the SIMS user interface;
•Working knowledge of other relevant DoD security guidance, DoD Manual 5205.07, Intelligence Community Directive (ICD) standards;
•Experience with Articulate 365 and/or curriculum development software;
•Experience conducting security incident inquiries;
•Resourceful in solving problem and capitalizing on opportunities;
•Industrial Security Professional (ISP) Certification;
•Other Security Professional Certifications/Affiliations.
