Description:
Enhanced Veterans Solutions, Inc. (EVS) is seeking a Development (Project) Manager to provide leadership and subject matter expertise in ServiceNow System Administration, IT systems analysis, and project management for an upcoming effort. The Development (Project) Manager will be responsible for overseeing the configuration, implementation, and maintenance of ServiceNow systems, ensuring alignment with customer requirements and organizational objectives.
The ideal candidate must be a Certified ServiceNow System Administrator with proven experience in the analysis, design, integration, and management of IT systems and COTS software. This role requires strong technical expertise, project management skills, and the ability to evaluate cost, risks, and performance trade-offs while delivering effective solutions.
Serve as the ServiceNow subject matter expert, ensuring mastery of system administration, configuration, and maintenance.
Lead the planning, execution, and delivery of IT projects, ensuring alignment with organizational and customer objectives.
Conduct comprehensive analyses of hardware and software concepts, designs, and test requirements.
Review, analyze, integrate, and evaluate contractor- or customer-generated source data, developing documentation and reports.
Perform system concept formulation, design analysis, and subsystem design analysis to support IT modernization efforts.
Develop and manage project plans, guidelines, schedules, and controls to ensure successful project execution.
Conduct investigations and studies, presenting recommendations and solutions to address short- and long-term program requirements.
Evaluate cost factors, performance requirements, and risks, providing recommendations for effective system and project solutions.
Provide advice and technical expertise to leadership that directly impacts mission objectives and organizational performance.
Develop work breakdown structures, charts, tables, graphs, and diagrams to assist in analyzing problems and presenting solutions.
Requirements:
Education: Bachelor's Degree in Computer Science, Information Systems, Engineering, Business, Social Science, or related analytical, scientific, or technical discipline.
Experience:
Minimum 8 years of systems analysis experience, including project management responsibilities.
Extensive IT experience in the analysis, design, integration, and administration of systems and COTS/development software.
Demonstrated expertise in structured analysis and design methodologies.
Proven track record in evaluating cost factors, performance metrics, and risk considerations.
Certification: Must be a ServiceNow Certified System Administrator (CSA).
Clearance: Active Public Trust required.
Experience leading large-scale IT modernization projects in Federal or enterprise environments.
Advanced certifications in ServiceNow (e.g., Implementation Specialist, Application Developer).
Project management certifications such as PMP, Agile, or ITIL are a plus.
Strong communication, leadership, and organizational skills with the ability to manage multiple priorities.
