Essential Job Functions:
The Judiciary Clerk performs specialized cashiering functions involving civil, traffic and criminal fines, costs, filing fees, and bonds according to the appropriate court documents for the Washington County District Court. The incumbent balances and distributes reports produced from the receipt of such funds. Follows proper accounting practices set forth in manuals, guidelines and according to established procedures. Receives and processes incoming Summary Ejectments (FTPR), Warrants of Restitution (W.O.R.) filings and Transmittals for Sheriff service in and out of county. Processes returned mail for Traffic, Criminal and Civil cases. Trains new civil clerks on Cashier responsibilities and duties. Greets and assists the public. Assists Criminal, Traffic and Civil Departments when time allows. Works independently. This position is essential personnel and subject to call-in during emergencies and adverse weather conditions.
Essential Duties and Responsibilities:
Cash Register:
Process counter payments from invoices generated for criminal, traffic and civil departments into Odyssey and RCS.
Process payments received by mail for criminal, traffic, and civil depts. into Odyssey/RCS.
Receive, stamp and process Summary Ejectments (FTPR) filings into RCS.
Verify and account for daily deposits for accuracy into revenue and court fund accounts.
Receive payments for client traffic fines & costs and Fail to Pay Rent/Warrants of Restitution fees.
Generate hand-written receipts when the system is down.
Customer Service
Answer basic questions for civil and traffic departments.
Direct specific questions to public resource areas, such as, the District Court electronic docket board for courtroom location, the public access computers for case number & records and the information board with printed brochures and booklets on process and procedure.
Refer questions regarding legal and filing requirements to the District Court Self-Help Center within the building.
Assist in re-directing customers to the appropriate agencies, both on and off premises, which do not pertain to District Court matters.
Answer telephone inquiries about forms of payment, court fees and other general information, as well as, forwarding specific calls to their proper departments and agencies within the building
Office Work & Reports:
Receive and prepare Warrant of Restitution orders for Judge?s signature, enter, scan and link signed copies into Events.
Mail processed copies from FTPR and WOR filings to landlord/agent and tenant.
Prepare transmittals to the sheriff?s office for payments received for service from civil, FTPR and WOR filings.
Prepare in and out-of-county transmittals for sheriff service from civil filings.
Fax payments made in Frederick for traffic, criminal, and installment payments to out-of-county courts.
Collect and file MDEC/RCS invoices and out-of-county payment pages into a daily batch envelope.
Date Stamp, Scan, enter Event & Link documents for criminal/traffic/civil M.A.T.S. returned mail into Odyssey.
Collect and stamp outgoing mail through postage machine.
Record postage meter reading amounts for outgoing mail on a month-to-month tally sheet and submit to County Clerk.
Return filings/motions/appearances to attorneys, received by mail that should be E-filed.
Enter Failure to Pay Rent cases filed into an Excel spreadsheet ? print weekly for Courtroom and Civil department.
Record and initial bank monies received and returned for drawer banks 1 and 2.
Record and initial daily entry and removal of accounting checks and filings w/checks that must be held for processing into the safe.
Record and initial Revenue & Escrow deposits into a separate BRINKS ARMORED receipt book and held in a separate safe for pick-up using a two-key lock system.
Type hand-written receipts on the District Court Commissioner Transmittal form and forward to accounting dept.
Complete the End-of-Day report for monies generated independently for balancing & print.
Complete the Consolidated Deposit Summary sheet for monies generated jointly & print.
Order files for the Civil Department.
Communication & Equipment Maintenance:
Print and retain a folder of current changes/updates with MDEC & RCS for cashiering.
Maintain a ?quick reference? folder with examples of invoices and payment pages.
Notify clerks and make examples of corrections so that errors are not repeated.
Display charts with court cost breakdowns for DNR and Not-in-System manual entries.
Call and assist sister county with questions for processing, corrections and procedures used in MDEC/RCS system and postal machine.
Organize cubbies, supplies, and forms with labels for easy location.
Maintain all office equipment with general cleaning and replacement ribbons & cartridges.
Stock specific forms, deposit bags, bank deposit slips, and office supplies.
Conduct bank runs when change is required. Deliver mail to post office or collection box receptacles.
Minimum Qualifications:
Education:
High school diploma (or GED equivalent).
Experience:
One (1) year of wok experience, preferably in court operations or in the fields of criminal justice, parole and probation, legal or financial services.
Note:
A Bachelor?s Degree may substitute the required work experience.
A Paralegal/Associates Degree or 60 College credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience.
Knowledge, Skills, and Abilities:
Knowledge of:
General office practices, procedures, and equipment.
Standard legal forms and documents used in the Judiciary.
Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.
Skill in:
Customer service and handling problems tactfully and patiently.
Multi-tasking & Organization when assisting customers and answering courtroom messaging/phone line.
Operating a personal computer, cash register, postage and adding machines.
Consistency, accuracy, and attention to detail.
Ability to:
Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.
Use and maintain alphabetical and numerical filing systems.
Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing. Understand and abide by departmental rules, regulations, and procedures.
Exercise tact, diplomacy, and impartiality in dealing with the public, law enforcement personnel, and attorneys.
Follow procedures, verbal and written instructions, and protocols for any given assignment.
Use proper grammar, punctuation, and spelling.
Exercise independent judgment in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.
Physical Requirements:
Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
Equipment, Machinery and Tools:
Computerized Cash Registers ? captures all money transactions in both MDEC and RCS systems. Hand-held Scanner ? scans pertinent information from invoices & payment pages into MDEC & RCS system.Check Validator ? validates the back of the check with information connecting the payment with the system.Credit Card Machine ? payments captured through LexisNexis VitalChek system that verifies, collects and receipts transferred money and generates a total amount check payable to D.C. for end-of-day balancing.Calculator ? calculates, totals & prints manually-entered checks and cash that generate individual and grand total amounts for balancing, as well as, figuring the breakdown of fine and costs for citations that are not in the system.Photocopier/Fax ? copy reports, dispositions for rent agencies and various documents.Fax out-of-county payments made in Frederick County
Software and Computer Skills:
MDEC/Odyssey program ? captures payments from invoices generated for criminal, traffic and civil departments. Enter ?Events? into existing traffic/criminal & civil cases. Scan supporting documents into existing traffic/criminal & civil cases. Scan shelved traffic/criminal & civil files and documents into ?Queues? to be linked into existing case. Work Queues to link documents into existing case.
RCS program ? captures payments made from payment pages generated for out-of-county criminal and traffic fines and costs that were paid in Frederick County. Fail to Pay Rent summary ejectments are entered into the system that generates a case number and sets a court date and time.
Microsoft Word ? to produce mailing labels, address envelopes and to create condensed training information.
Excel ? Enter and print out tenant names to form a daily sheriff transmittal attached to documents for service of date and time for landlord/tenant court. Complete the pre-set form for End of Day report to enter monies generated independently for balancing and print. Complete the pre-set form for Consolidated Deposit Summary sheet for monies generated jointly and print.
Oracle PeopleSoft/Connect ? Access training opportunities, update personal information, court-wide phone directory, payroll and tax information, forms, benefits, etc. Access timesheet.
Microsoft Teams ? updates communication for various needs. i.e. work needs and completion, training notes, calendars, schedules.
