Position Summary:
ANSER is seeking a Program Analyst to assist the Department of Defense (DoD) Chief Information Officer (CIO) working full-time onsite at the Pentagon in Arlington, VA.

 

Day to Day Responsibilities:

  • Support the budget certification process and the creation of an annual budget certification report for the DoD CIO.
  • Support the Planning, Programming, Budgeting and Execution (PPBE) process within DoD CIO.
  • Review funding lines and correlate them to strategy requirements.
  • Work closely with military service and agency officials to collect budget data on specific program elements.
  • Provide MS Teams and SharePoint support for maintaining an integrated enterprise-wide decision structure for the DoD CIO's Program and Budget Review process on NIPRNet and SIPRNet.  
  • Support the DoD CIO in developing, maintaining and enhancing, and overseeing the processes, activities, actions, and workflow associated with PBR issue submission into the CAPE Issue Process, Resource Management Decisions, Presidential Budget, and completion through allocation.
  • Support the Defense Information Technology Investment Portal (DITIP) budget certification module planning, testing, training, DoD Component self-assessment inputs, and leadership overall assessment inputs.  
  • Provide assistance assessing and reviewing resource and funding strategies for cyber capabilities. Consolidate findings to inform senior leaderships decision making.  
  • Provide executive secretariat support for Senior Executive Service (SES)/General Officer governance forum meetings, to include developing and maintaining invitee lists, read-aheads, and other actions to ensure effectiveness of the meetings.
  • Review, edit, and format written policy, programming guidance or instructions.
  • Draft briefings, meeting notes, and coordination materials.

 

Required Qualifications:

  • Possess an active TS/SCI security clearance.
  • Masters degree in a discipline relevant to the position plus 10 years relevant professional experience; or bachelors degree plus at least 12 years relevant professional experience.
  • Expert-level user of Microsoft Office Software, specifically pivot tables in Excel.
  • Knowledgable of PPBE and DoD budgetary process.

 

Preferred Qualifications:

  • Cognizant of current DoD budgetary principles and their associated operational impact.
  • Familiarity with Program Objective Memorandum (POM) submission process with DoD organizations and / or military services.
  • Experience working with budget databases to include DRDW, SNAP-IT, and / or DITIP.
  • Experience writing and or researching within DoD appropriations and budget documents.
  • Experience with planning or programming of RDT&E, Procurement, and O&M funding at an OSD level.
  • Experience with IT or cyberspace activities programming with the military services and or defense agencies and field activities.
  • Excellent written communication skills.
  • Strong attention to detail and the ability to multitask.
