Position Title: Business Support Analyst 1/2 - Electric System Planning
Location: Davenport, IA, United States
Description:
The business support analyst provides a wide range of financial analysis and support to the business. Provides development of and revisions to electric transmission and distribution interconnection agreements, operating agreements, joint ownership agreements of transmission lines, substations and distribution facilities, filing of such agreements with FERC as applicable, and invoicing and payments related to such agreements. Conduct research and support in areas of cost control, business performance evaluation and evaluation of capital investment decisions. The business support analyst partners with business leadership to provide solutions to business needs.
Responsibilities:
Direct and participate in development of and revisions to the interconnection agreements, facility agreements, operating agreements, joint owner agreements and facilities service agreements related to electric transmission, substation and distribution facilities (20-30%)
Develop, implement and maintain models, analysis, and reports to provide accurate and timely O&M and capital expenditure forecasts, cost control and process efficiency improvements. This includes providing and interpreting monthly variance reporting to the business. (5-20%)
Participate in MISO stakeholder meetings and respond to MISO transmission inquiries and data requests. (5-15%)
Prepare FERC filings for rate changes, agreements, and revisions to agreements and associated support. (5-10%)
Review of FERC, IUC, ICC, and SDPUC orders, summarize, draft compliance plans and filings. (5-10%)
Wide ranging FERC related activities such preparing service and operating agreements and associated FERC filings under the transmission tariffs, develop transmission related rates and charges and obtain FERC regulatory approvals, and preparation of designated pages for FERC quarterly and annual reports. (0-20%)
Provide subject-matter expertise (OATT & OASIS) to staff. (0-10%)
Provide business leadership and support in the development, implementation and monitoring of annual expense and capital budgets. Reviews submittals from functional groups and analyzes for conformance with instructions and objectives. Performs detailed and moderately complex fiscal analysis on a variety of issues in support of and to facilitate budgetary decision making and provides summary recommendations to management. (5-15%)
Respond to special requests for analysis of complex financial data, analysis and information. (5-10%)
Develop, implement and maintain models to evaluate significant capital projects; provide analytical support for O&M vs. capital decisions and provide financial support the capital investment process. (5-10%)
Participate in evaluating proposals and make recommendations to management for achieving long-range objectives. This includes leading special project work, developing, planning for, coordinating, implementing and installing new processes, initiatives, and methods. (5-10%)
Provide guidance, expertise and direction to management as to the accounting structure and accounting. (0-5%)
Provide analytical support for compilations, analysis and interpretation of data and technical input to assist in development of project planning. (5%)
Provide technical direction and training on accounting issues to staff and management. This includes data validation with accounting system support. (5%)
Develop and maintain reports to comply with regulatory requirements and satisfy customer requests. (5%)
Perform any additional responsibilities as requested or assigned. (5%)
Qualifications:
Bachelor's degree in accounting, business, economics, engineering or finance or equivalent work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)
3-5 years of related experience for the Business Support Analyst I.
5+ years of related experience for the Business Support Analyst II.
Effective complex analytical, problem-solving and decision-making skills necessary to interpret economic, financial and accounting information as well as other statistical data, information or events in order to perform analysis, draw proper conclusions and make recommendations for action.
Knowledge of information technology terms, equipment, systems, functions and major vendors.
Exceptional research and analytical skills and strong attention to detail.
Strong software skills in Microsoft Excel and Word. Experience with other software applications including PowerPoint, e-mail, Oracle Fusion.
Advanced spreadsheet and report design skills for presentation of financial and other statistical information.
Strong skills in database management and query skills using Oracle Fusion and other querying tools used by the Company.
Leadership skills to provide guidance, direction, orientation and instruction.
Project management skills sufficient to coordinate and lead projects with little specific direction.
Ability to work within strict deadlines and handle multiple projects and with a high degree of accuracy and attention to detail.
Ability to work with and communicate with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team.
Ability to establish and monitor adherence to standards.
Highly effective oral and written communication skills.
