Position Overview:

ANSER is seeking a Mission Security Division Manager (MSD DM) to manage and grow ANSERs warfighter and mission readiness portfolio. In this key management role, you will oversee the cost, schedule, performance, and staff for all contracts within that division. You will supervise, direct, monitor, motivate, and mentor project managers, staff, and subcontractors working across multiple contracts with ANSER performing in prime and subcontractor roles. You will be responsible for ensuring recruitment needs are met and staff perform at the expected levels. As the Division Manager you will work with your staff, promoting professional development activities and supporting career growth. You will work closely with peer Division Managers to leverage capabilities and expertise across the corporation.

Day to Day Responsibilities:

  • Directly engage with government clients, including contracting officer representatives, to ensure they are satisfied with the contractor support they receive. 
  • Managing cost, revenue, and margin for all existing and new work in the portfolio.
  • Regularly develop, propose and execute strategies to achieve EACs, ETCs, PWINs to achieve annual revenue targets. 
  • With the support of ANSER Contracting and Finance professionals, directly manage all contracting-related issues (invoicing, modifications, funding realignments, subcontract agreements, etc.) pertaining to their portfolio in accordance with ANSER policies and procedures. 
  • Manage trust and results-based relationships with clients to resolve issues, ensure consistent performance, and execute IAW contractual costs and schedules.
  • In collaboration with Director for Policy and Resilience and ANSER Marketing & Business Development staff, design and execute ANSER growth plans consistent with the Mission Security portfolio. This includes identifying, shaping, and capturing contract opportunities as well as establishing and growing existing relationships with clients and partners.
  • Lead proposal activities for all Division specific responses, mentor Division Project Managers in proposal activities, and support, as priorities allow, other Divisions proposal activities.
  • Lead both organic and new growth initiatives to include surge activities, contract growth opportunities, contract recompetes, and participate in new business capture.
  • Leverage a variety of industry tools as well as your professional experience and networks to expand the existing MSD portfolio to new clients.
  • Engage with ANSER leadership to set the strategic direction for the portfolio, identify additional resources needed, and execute the strategy. 
  • Participate in and occasionally lead corporate-focused activities to include business process improvements, recruiting engagements, and corporate engagement initiatives.  

Location: Arlington, VA or Oahu, HI.  This role offers flexibility to be based out of either location. If located in Arlington, VA, you will work a hybrid schedule with 2 days minimum on-site at the ANSER HQ offices with client visits at Mark Center, Pentagon, Hawaii and other government locations are expected on a periodic basis.

If Oahu, HI, the MSD DM will work remotely with client visits to DoD installations in USINDOPACOM AOR, Mark Center, Pentagon and other government locations are expected on a periodic basis.  For either location, travel anticipated at 25%-45% 

Required Qualifications:

  • Possess an active Top Secret security clearance
  • Bachelor's degree in a relevant field of study
  • 10+ years of experience in DoD military operations and/or supporting professional services to DoD military operations clients
  • 5+ years of experience in DoD contract support specifically with clients performing work in Mission Security, Mission Assurance, Exercise Planning and Execution
  • Demonstrated ability and/or experience leading multiple teams of multidisciplinary experts supporting clients at the OSD, Geographical Combatant Commands and/or their associated Service Component Commands and Service Higher Headquarters
  • 5 + years of demonstrated management experience, including leading teams or projects and directly supervising personnel.
  • Prior experience as a manager of managers.
  • Expertise in resolution of technical issues, transparent communication, budget alignment, and on-time deliverables via in-person and virtual
  • Previous business development experience with potential government clients and teaming partners
  • Previous experience in proposal development and/or proposal writing
  • Ability to manage multiple contracts to include negotiating contract terms, managing subcontractors, and managing EAC and margin targets
  • Ability to understand and interpret financial management reports
  • Ability to proactively prepare/submit on time contractual deliverables for multiple contracts
  • Possess a passion for taking care of people and growing ANSER corporation
  • Outstanding written and oral communication skills in a variety of settings 

Preferred Qualifications:

  • Possess an active TS/SCI security clearance or higher
  • Advanced degree in a relevant field of study
  • Experience performing work focused on mission assurance, risk assessment, installation operations and critical infrastructure resilience or experience with operational planning, security cooperation/partnership building, and/or Joint and Service Level Planning and Training.
  • Expertise with Current Theater CONOPS/OPLANS for USINDOPACOM, application of risk scoring on annual compliance performance measures with OPLAN AND CONPLAN support actions.
  • Ability to inspect subcontract agreements, coordination with ANSER contracts POC to negotiated contract modifications of mutual agreement; verify government contract documents and prime contractor funding documents.

Full Time Salary Range for this position for this position:
$190,000—$215,000 USD
