The Role

We are seeking a Senior Fullstack Engineer with experience working on VA.gov to serve as a Digital Forms & Workflow Engineer to build secure end-to-end digital forms data capture, PDF generation, data routing logic and multi-party workflows. You will drive the secure, scalable submission pipeline that moves Veteran form data through VA enterprise systems. Youll architect resilient backend services in vetsapi, establish observability, and champion practices that safeguard PII while enabling highvolume, faulttolerant delivery. You will integrate with existing CI/CD infrastructure and/or build alternative CI/CD infrastructure to build, test, and deploy code dependably and securely. Finally, if needed, you will be able to support the development of digital form UIs and front-end components.

The small cross-functional team performing this work will be leveraging AI and other innovative tools and processes to attempt to dramatically shrink the time it takes to deliver digital forms in the VA ecosystem. As a result, we are looking for people who not only have deep engineering expertise and experience with the VA ecosystem, but also bring extraordinary productivity, systems level thinking, and an experimental mindset to extremely hard challenges.

You will be working primarily in the following open source github repositories:

Scope of Work

  • Generate PDFs using the VA PDFFill library within vetsapi, preserving data fidelity.
  • Package PDF, JSON, and metadata into CMPcompliant envelopes and integrate with DocuSign Government or similar thirdparty signing/routing tools.
  • Submit packets to the Benefits Intake API and validate routing to VBMS/Caseflow.
  • Implement polling with idempotent retries/backoff to track status across backend systems.
  • Build digital forms within VA.gov using VA Design System and the VA forms system
  • Diagnose & troubleshoot routing errors, collaborating with external partner teams.
  • Enforce PII retention (ephemeral storage), compute MD5/SHA256 checksums for audits, and secure secrets.
  • Integrate or configure CI/CD pipelines (GitHub Actions, Jenkins) and add monitoring hooks.
  • Ensure compliance with VA security requirements (FedRAMP, NIST 80053).
  • Automate integration & performance tests (RSpec/VCR, Postman, Pact, Locust/JMeter).
  • Build dashboards & alerts keyed on GUIDs to surface latency, throughput, and failure patterns.

Responsibilities

  • This role centers on generating PDFs and metadata, creating digital envelopes that provide routing and other instructions to back-end systems, crafting components and service APIs, integrating with back-end systems, creating and configuring robust and fault-tolerant CI/CD pipelines, and working with external integration partners to ensure smooth digital forms processing and troubleshoot errors. This is a hands-on coding role.
  • In this role, youll work with small, fast-working team that will leverage AI and other innovative tools and workflows, along with systems thinking and a willingness to explore alternative approaches, to improve the design, implementation, routing, and deployment of digital forms.
  • You will use your experience with APIs, data integrations and secure data transport, a well as front-end frameworks and the VA ecosystem to solve technical challenges, design effective solutions, troubleshoot production issues, and improve system performance.
  • You will leverage your expertise with process automation and continuous integration and deployment to automate the building, testing, and deployment of code to development and production environments.
  • You will collaborate to identify and solve challenging problems, design tailored solutions, and enhance system performance to support scalability and efficiency.
  • Youll leverage your experience to guide architectural decisions, using industry standard design patterns and best practices to ensure quality through code reviews and metrics.
  • Your experience with the VA.gov ecosystem as well as exposure to other systems will help you make effective choices for architecture and scalability, supporting smoother workflows and enhancing the development process.
  • You will bring experience with security best-practices to ensure that PII is handled responsibly and securely, implement secure data collection, transmission, storage, and access controls, proactively identify and mitigate risks, and champion privacy compliance throughout the development lifecycle.

Basic Qualifications

  • 10+ years softwareengineering experience across different layers of the software stack, and in support of complex, distributed systems.
  • At least one year of experience building products and services within the VA.gov ecosystem, ideally involving work on vets-api, digital forms and/or integrating with Lighthouse APIs.
  • Demonstrated production experience with JavaScript, React, and Ruby on Rails. 
  • Demonstrated selfmanagement and ownership of endtoend delivery.
  • Demonstrated history of bringing a combination of initiative, pragmatism, creativity and tenacity to solve hard problems.
  • Expertise in Sidekiq, Redis, and asynchronous job orchestration.
  • Deep knowledge of API integration patterns (REST, SOAP) and schema transformation.
  • Proven track record integrating CI/CD automation (GitHub Actions, Jenkins) and AWS GovCloud services.
  • Strong grasp of security controls for PII data (FedRAMP, NIST 80053) and secret management.
  • Leadership integrating test frameworks (RSpec/VCR, Postman, Pact) and loadtesting tools (Locust/JMeter).
  • Thrive in Agile, selforganizing environments that prioritize team success.
  • Experience working in a cross-functional team, including research, design, engineering, and product.
  • Has lived and worked in the United States for 3 out of the last 5 years

Additional Desired Qualifications

  • Familiarity with CMP envelope standards and downstream VA systems.
  • Experience with serverless compute, containerization, and observability stacks (Datadog, Splunk, CloudWatch).
  • Prior work with government agencies; understanding of VA design and security guidelines.
  • Experience experimenting with and/or utilizing AI tools and services to create and deliver software, and a strong willingness to leverage AI where appropriate to improve outcomes.
