Essential Job Functions:
Essential Duties and Responsibilities:
Manages all aspects of programs and staff related to Judicial Services including but not limited to: Home Security System (HSS) Reimbursement program for judicial officers; personal information removal program for judicial officers; benefits programs, onboarding, and financial disclosures for judges and magistrates; judicial nominations and Judicial Nominating Commission; senior judge designation process, law clerk recruitment, onboarding, and offboarding process; and legal intern processing.
Develops, implements, and trains staff on updates to programs related to Judicial Services.
Monitors programs within Judicial Services to ensure that processes are established and maintained for validation and audit purposes.
Ensures all staff are trained on the processes under the Office of Information Privacy and familiar with the validation and audit process of protected information removed from publication.
Implements, manages and evaluates all aspects of the Judge Andrew F. Wilkinson Judicial Security Act relating to the Office of Information Privacy, including the information privacy/address shielding and judicial address confidentiality programs.
Maintain confidentiality regarding the participants within the program to core staff to minimize threats.
Coordinate with local, county, state, and federal stakeholders to inform of all aspects of the Wilkinson Judicial Security Act to include but not limited to: attend meetings, present information, recommend best practices, enforce noncompliance
Coordinates with federal courts that may employ protected individuals who are eligible for the judicial address confidentiality and information privacy programs.
Researches, identifies, documents, implements, and monitors progressive communication process and procedures to request and ensure the removal of protected individuals? personal information from internal and external publications within 72 hours.
Maintains protocols to request that a governmental entity or a person removes protected information from publication.
Requests and receives compliance notifications and develops and maintains a filing system for compliance notifications.
Establishes progressive communication plan for violations of requests to protect information. Brings actions for violations as necessary in coordination with the Office of the Attorney General.
Verifies information removal and conducts periodic audits to ensure program effectiveness.
Develops, manages, and maintains an escalation process with the AOC's Security Administration, Judicial Threat Management Center (JTMC) and District Court Headquarters regarding threats against judicial officers for assessment by the JTMC.
Reports concerns or potential security-related issues to Security Administration with the Administrative Office of the Courts and District Court Headquarters.
Partners with AOC's Security Administration, and others, to present information related to protected individuals/judicial officers information privacy and security.
Participates in the Task Force to Ensure the Safety of Judicial Facilities, as needed.
Maintain awareness of updates to laws as it pertains to information privacy and security.
Provides proactive outreach to protected individuals both within and outside the Maryland Judiciary.
Develop resources to educate protected individuals on personal information privacy.
Participates and presents at appropriate onboardings to ensure program participation.
Provides education and training to affected individuals.
Presents on all areas related to Judicial Services and Information Privacy as needed.
Minimum Qualifications:
Education: Bachelor's Degree from an Accredited College or University.
Experience: Seven (7) years of progressively responsible experience in program management within government, judicial services, and/or data/information security and privacy compliance. Four (4) years of supervisory experience.
Preferred: Knowledge of court systems, three (3) years of data analytics experience, and one (1) year of human resources experience.
Note: Additional professional experience in personnel protection and investigations or data/information privacy experience in a government or legal context may be substituted on a year for year basis for up to four (4) years of the required education
Knowledge, Skills, and Abilities:
Knowledge of:
Knowledge of federal and state information privacy and personnel protection laws, including the Judge Andrew F. Wilkinson Judicial Security Act.
Knowledge of classified and open-source research and data analysis methods and techniques.
Knowledge of data analysis using Microsoft Excel and other data management software.
Knowledge of state laws, rules, regulations, executive orders, and administrative orders affecting the judicial selection process.
Knowledge of the Judges Retirement System and Employee Pension System.
Knowledge of court systems and the policies and practices of the Maryland Judiciary, specifically land records and the circuit courts.
Knowledge of software systems to respond to challenging projects.
Skill in:
Skill in complex, professional oral and written communication, including developing and delivering presentations.
Skill with managing data and database systems for tasking identification and tracking of privacy, judicial nomination, financial disclosure, and other programs.

Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Software and Computer Skills:
PeopleSoft based HRIS. Microsoft Office products: Word, Excel, and Outlook. Data management system for the protected information and judicial address confidentiality program.

Travel is required to court locations, judicial units, and administrative offices throughout the State of Maryland
